Kort beskrivelse:

This procurement procedure is one out of 5 procurement procedures with the purpose of entering into contract with a service provider with experience and competences matching the assignment. This particular contract entail development engagement of Free Media. The other 4 contracts entails: Development Engagement for Youth Participation & Employment, Development Engagement for Labour Market and Social Dialogue, Development Engagement for Human Rights and Development Engagement for Gender Equality. MENA envisages non-profit organizations with knowledge and experience of Denmark and the Middle East and North of Africa as applicants for this particular assignment.

In order to meet engagement requirements, as outlined by the TOR, applicants may decide to apply as sole partners or they may decide to team up with other organisations or institutions and apply as strategic partners on behalf of a consortium. In any event, only one strategic partner holds the contract with the Ministry of Foreign Affairs of Denmark and is responsible for coordinating overall implementation and reporting of the full engagement results framework. DAPP is based on partnerships with mutual dialogue and learning between individuals and organisations. DAPP operates in a highly political and volatile environment, in turn requiring a degree of flexibility and calculated risk-preparedness at all stages of programme management.

The development engagement for Free Media brings together four targeted intervention areas with potential synergy effects more specifically in the promotion of:

— Environments conducive to media independence and safe working conditions for male and female journalists improved through partnerships;

— Institutional capacity of reform-oriented media outlets strengthened to report freely and hold duty bearers to account;

— Diverse media content strengthened to meet professional and ethical standards and guided by public interest;

— Local media initiatives strengthened through national and regional professional exchange.

Information of the applicant's annual turnover in the last 3 concluded financial years.

The information of economic and financial ability should be provided by using the ESPD (European SingleProcurement Document).

In relation to groups of economic operators (e.g. consortium), the applicant's total equity capital of 3 most recently concluded financial years is calculated as the sum of the total equity of the group, i.e. the group must satisfy the relevant minimum requirement in the most recently concluded financial year.

According to the Danish Public Procurement rules, an applicant may rely on the economic, financial and/or technical capacity of other entities, regardless of the legal nature of the links with the entities. If an applicant wants to rely on other entities and wishes that the financial and/or economical capacity of other entities is taken into account when MENA assesses the applicant's suitability, the applicant must prove that the other entities will and shall put the relevant resources at the applicant's disposal (e.g. by a letter of commitment). Such entities, including the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in this contract notice (see section VI.3)). Such an entity must also submit a completed and signed ESPD.

Teknisk og faglig kompetence:

A) a list of the most important similar deliveries (services) carried out over the past 10 years. The list should include:

— A description of each delivery/project;

— A description of the role of the applicant in the delivery/project

— Information on when it was carried out;

— The size and value of the services and the project it was related to;

— Name of the local partner(s) involved in the deliveries.

Each candidate should submit a total of 6 references (finalized or entered). Each reference should not exceed 1A4-pages. The reference can be provided in the ESPD Part IV, C, section (1b) or in a separate document.

Kontraktens udførelse
Betingelser for opfyldelse af kontrakten:

The awarded implementing partner will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.

A group of economic operators will be required to enter a joint venture agreement. Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Applicants who prove the most relevant references in relation to both the content of the reference and the economical size of the reference will be shortlisted. Emphasis will be on relevant experiences with partnerships regarding conductive to media independence, safe working conditions for male and female journalists, institutional capacity of reform-oriented media, strengthening of the content of the free media to meet professional and ethical standards, strengthening of local media initiatives through national and regional professional exchange. References proving how the applicant has experience with mutual dialogue and learning takes place between individuals and organizations engaged in the partnerships will be considered positively

Also, it will be considered positively if the applicant has documented experience from working with Danida's Aid Management Guidelines or similar Aid Management Guidelines.

In addition, emphasis will be on documented experience from operating/working in partnerships arrangements with civil society organizations (rights holders) and government organizations (duty bearers) in the Middle east and one other region.

Section I.3) Application for pre-qualification must be submitted to: COWI A/S, Att. Vibeke Jessen, Parallelvej 2, 2800 Lyngby. Also, the application should contain an electronic copy of the application on an electronic media such as USB. Please refer to section IV.2.2) for the deadline for submission of application.

Section II.2.4) A meeting for the potential applicants will be held at the 10.10.2016 from 14:00-15:30 local time. The meeting will be held at Eigtveds Pakhus Sal II, Copenhagen. Please, register for the meeting by sending an email to the contact person stated in section I.3). When registering for the meeting please state the number of persons attending the meeting. At the meeting the procedure for submitting application for pre-qualification and submission of tender will be covered.

Section II.1.5) The value of the contract is an estimated value and the awarded tenderer will not be guaranteed the estimated value stated in section II.1.5) as programme is subject to approval of the relevant authorities. Tenders, where the Total Price, as quoted in the Schedule of Prices exceeds the maximum budget stated in the contract notice, shall be rejected.

Section III.1.2) The pre-qualified applicants will be asked to submit documentation of the information stated in the ESPD prior to the release of the tendering material. Therefore, MENA urges the applicants to ensure documentation prior to submission of application for pre-qualification.

Section III.2.3) and section III.2.4) A signed electronic version of the ESPD preferably along with supporting documentation for the claims provided in the ESPD, unless it is publicly and electronically accessible free of charge, must be received by the Contracting Authority at the address stated in section I.1) before the time limit stated in section IV.2.2) of this Contract Notice.
