Fund Manager for the Danish Emergency Relief Fund

The Danish Emergency Relief Fund (DERF) will enable civil society organisations to respond to natural disasters, conflicts or other acute humanitarian crisis.
The consultant shall:
— Design modalities and technical procedures related to the Fund, including procedures for pre-qualification of applicants; application and approval process, financial and technical monitoring, reporting, etc.
— Ensure the overall management of the Fund, including quality assurance, reporting, and monitoring and evaluation of the CSOs.
— Develop and maintain a DERF website and database.
The staff provided by the consultant will be mobilised Jan 2017 and cover a period of 48 months.
Staff to be provided includes a fund manager (full-time) and a financial controller and support staff (part-time).
The consultant shall have proven experience in fund administration, emergency relief activities, website and database management, and preferably knowledge of the Danish humanitarian and civil society sector.

Økonomisk og finansiel stilling:
If the candidate is a joint venture, the joint venture shall, meet the minimum conditions related to economic and financial standing.
(a) Annual turnover of the Candidate for the last 3 years.
Mindstekrav til niveauet: (a) 16 000 000 DKK each accounting year.
Teknisk og faglig kompetence:
If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to technical and professional ability.
(a) List of most relevant project references from the last 3 years;
(b) Technicians or technical bodies;
(c) Measures for ensuring quality;
(d) Capacities for production, studies, and/or research;
(e) Education and professional qualifications;
(f) Environmental management measures;
(g) Average annual manpower;
(h) Tools/plants etc.;
(i) Subcontracting;
(j) Products supplied.
Mindstekrav til niveauet:
(a) The applicant must show by way of project references that they have entered or finalised at least two (2) relevant contracts in the last 3 years, of these:
— Minimum 1 relevant contract for management of a fund of more than 10 000 000 DKK;
— Minimum 1 relevant contract for humanitarian assistance.

(c) An EN ISO 9001 certification or similar, or an acceptable operating quality assurance and management system;
(d) Not applicable;
(e) Management has relevant technical and management experience;
(f) Not applicable;
(g) List of average manpower divided on Management staff and other staff. Minimum those required for the assignment;

(i) The major part of the services must be rendered by the Tenderer;
