The tender is divided into two (2) lots:
Lot 1: Tag Management System (TMS).
Lot 2: Web Analytics System (WAS).
The media consumption habits are changing which is bringing forth a move from traditional broadcast television and radio to digital platforms. As a result, DR has made it a strategic goal to deliver the same quality and service on the digital platforms as delivered on the traditional broadcast platforms. As part of achieving this goal DR is planning to acquire a TMS and a WAS.
The acquisition of TMS and WAS is part of the first steps to create system-related support for data on the use of DR's online platforms to be collected consistent, complete and automatically.

The purpose of the Web Analytics System is to get a system that can contribute to a systematic collection of use-behaviour on DR's digital platforms and thereby create an overview, statistics and reports based on this behaviour. The tender includes purchasing and implementation of the WAS.

Betingelser for deltagelse
Økonomisk og finansiel stilling:
The assessment of eligibility will be based on the following key figures:
— Turnover in the ares covered by the contract for the past three financial years available. If an applying company has existed for less than three years, only the key figures from the available years will be requested.
— Equity Ratio. Calculated as (equity/total assets)*100
DR reserves the right to request for additional information, clarification or completion if the submitted information or documentation is incomplete or flawed. However, it is not possible to submit a new request for participation.
Mindstekrav til niveauet:
The turnover per year in the area covered by the contract must be at least:
Lot 1 TMS: 6.300.000 DKK
Lot 2 WAS: 15.000.000 DKK
— Lot 1 and Lot 2: The Equity Ratio must be positive in the latest financial year available.
Applicants must confirm fulfilling these minimum requirements in the ESPD by filling in section α, Part IV. Only the winning tenderer must be able to document that the minimum requirements are fulfilled by submitting a certified document signed by the auditor or accounting manager of the company. Any key figures submitted will be kept confidential.

Teknisk og faglig kompetence:
Applicants must document and submit four (4) relevant references within the last three (3) years to be suitable to be invited to tender. The references must be filled out in Appendix A.
References of relevant nature are defined in Appendix A.
DR reserves the right to request for additional information, clarification or completion if the submitted information or documentation is incomplete or flawed. However, it is not possible to submit a new request for participation.

— If an applicant is unable to document at least four (4) references of relevance, the applicant will be excluded from tendering.
Lot 2 WAS:
— It is a minimum requirement that at least one reference must be related to public broadcasting.

After the initial assessment, the conditional and admissible requests for participation will be subject to a limitation if there are more than four (4) conditional and admissible applicants for the Lot.
The limitation will be based on the submitted references in Appendix A (ref. EU-Supply, Lot 1).

Objektive kriterier for udvælgelse af det begrænsede antal ansøgere:
After the initial assessment, the conditional and admissible requests for participation will be subject to a limitation if there are more than 3 conditional and admissible applicants for the lot. The limitation will be based on the submitted references in Appendix A (ref. EU-Supply, Lot 2) and the best range of competition, meaning that DR will select the applicants who as a whole will pose the broadest range of diversity in the specific product (the WAS solution) offered. DR seeks to have as many different solutions as possible in the tender phase.

Please notice that DR will carry out an orientation meeting with information and explanation on how to fill out the European Standard Procurement Document (ESPD) and the other tender documents. The meeting will be held in DR Byen on the 29.3.2016 at 1 PM CET. It will be possible to ask questions regarding the tender process and how to fill out the documents; however it will not be possible to ask questions to the content of the documents/technical questions. Questions regarding content must be asked in accordance with the procedure stated in the tender conditions section 6. Request for participation in the orientation meeting must be submitted to Daniella Hawlik at dhaw@dr.dk no later than the 23.3.2016 at 9 AM CET. Please notice that the maximum participation per applicant is two (2) persons. It is not mandatory to participate in the orientation meeting, but it is recommended.

DR has chosen that applicants which are subject to the Danish Public Procurement Act paragraph 137, section 1, no. 2 concerning insolvency proceedings will be excluded from tendering. DR will however no be entitled to exclude any applicants who can document their reliability in accordance with the Danish Public Procurement Act paragraph 138.
