A/S Storebælt consists of a bridge connection between Zealand and Funen, where a system of variable road signs has been installed for regulation and information to the road users on the section. The system reaches from about 97 085 km (exit <40> Vemmelev on Zealand) to about 137 650 km (exit <46> Hjulby on Funen). The tender concerns the supply of a complete signage system including variable signs of the type prism and fully graphic LED signs. The delivered signs shall include own control, to which the SBF SCADA system shall provide the proper restrictions.
Under item II.2.4 the requested solution is further described, and the tender documents include a description of the project in further detail.

A Road Signage system shall be supplied for the section across Storebælt corresponding to the eastern and the west bridge and the area near the tollbooth and the adjacent road systems, where variable road signs are placed today.

The Road Signage system shall include the following types of signs:

— Variable prism signs (warning signs, prohibition signs, informative signs and route signs).

— Variable fully graphic LED signs (informative signs, [fares], warning signs).

Eastbound 42 variable signs shall be delivered, of which 36 signs shall be of the type variable fully graphic LED signs and the remaining 6 signs may be of the type variable prism signs or of the type variable fully graphic LED.

Westbound 41 variable signs shall be delivered, of which 35 signs shall be of the type variable fully graphic LED signs and the remaining 6 may be of the type variable prism signs or of the type variable fully graphic LED.

All the equipment shall be installered in open environment and be able to withstand gust corresponding to WL9 (50m/s) according to the standard DS/EN 12899. Furthermore, the equipment shall be prepared in materials corresponding to the corrosion class C5-M. The degree of protection of the supplied equipment shall as a minimum fulfil the requirement IP55. Regarding temperature the equipment shall be designed for normal operation for temperature class T2 (-25 °C to +55 °C) according DS/EN 12966.

The communication between the variable road signs and Great belts SCADA systems shall take place via profibus.

The expected delivery time of the materials after signing of the contact for the overall delivery is 4½ months.

The delivery shall include design, delivery and instruction for installation of a new Road Signage system for Great belt, where the installation shall be made by the operating contractor. Thus the delivery includes no installation work.

The present Road Signage system is installed on galvanized pylons including foundations to be reused. It is necessary that it is documented that the equipment can be installed on existing pylons.

The delivery shall include all services in connection with design and delivery of the Road Signage system for the section across Storebælt, including signage control to be installed in present road cabinets. Instruction for installation of the Road Signage system shall be delivered (all installation and cabling for road cabinets to be delivered by the client): General service The items for general services shall include all costs involved in the following:

— Education,

— Commissioning report,

— Detail design,

— FAT test,

— Variable message signs fully graphic LED, east- and westbound,

— Variable message signs prism, east- and westbound,

— Installation instructions,

— SAT test,

— Documentation.

Information on the applicants' personal situation must be provided in the electronic European Single Procurement Document, including requirements that the applicant join a trade or Commercial register.

In the event A/S Storebælt requires documentation for the above the applicant must provide the relevant certificates for registration.

If the applicant is a grouping of companies (e.g. joint ventures, consortia etc.) the information must be provided for each individual Companies. Please observe that it is the legal entity which obtains pre-qualification that has to sign the contract with A/S Storebælt and Thus is fully responsible towards A/S Storebælt regarding fulfilment of the contract.

The candidate must submit the candidate's annual turnover for the last three financial years available, in so far as information on such turnovers is available.

The information shall be stated in the European Single Procurement Document, Part IV.B ‘General yearly turnover’, cf. section VI.3 below.

2) The applicant shall provide information on the company's equity in the Electronic Single Procurement Document.

In the event A/S Storebælt requires documentation for the above the applicant must provide the three latest audited annual financial report. If this is not in English or Scandinavian, the applicant is asked to provide a resume in English.

Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities.

Mindstekrav til niveauet:

1) The candidate must have had an annual turnover of at least 12 000 000 DKK in each of the preceding three financial years. If the turnover is not stated in said currency, the contracting authority will calculate the turnover based on the official exchange rate on the date this notice was published.

2) In the event that the applicant's equity is below zero, A/S Storebælt will exclude him.

Teknisk og faglig kompetence:

The candidates should submit the following information:

1) A list of the most important similar deliveries. The list should preferably include:

— A description of each delivery.

— The environment where the system was installed.

— Information on when it was carried out.

— The recipients of the deliveries (specific names/countries are preferred, but need not necessarily be included; if no country specific information is included the candidate is asked to provide as much generic information as possible about the delivery).

The information shall be stated in the European Single Procurement Document, Part IV C and D, cf. section VI.3 below.

Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities.

A/S Storebælt consider the information on the references given in the electronic European Single Procurement Document as final and will thus not require further documentation.

The candidate must demonstrate experience with as a minimum one similar delivery. A ‘similar delivery’ is to be understood as a delivery similar to the description cf. II.2.4).

In accordance with the Danish Act on Public Procurement (act no. 1564 of 15.12.2015 — available at www.retsinformation.dk) § 148, A/S Storebælt must demand that the candidate completes the European Single Procurement Document (ESPD) as preliminary evidence in replacement of certificates issued by public authorities or third parties confirming that the candidate fulfils the requirements listed in § 148(1) of the said Act. The ESPD is available as an XML file at http://sundogbaelt.dk/udbud/ together with the rest of the tender documents. The ESPD should be completed by importing the ESPD (the XML file) at https://ec.europa.eu/growth/tools-databases/espd/welcome.

The applicant shall complete the ESPD, Part II A, B and C, Part III A, B and C, Part IV B, C and D, and Part V. Hereafter the ESPD should be printed and submitted together with the rest of the prequalification application.

According to § 144 of the said Act, a candidate may rely on the economic, financial and/or technical capacity of other entities, regardless of the legal nature of the links with the entities. Where an economic operator wants to rely on the capacities of other entities, it shall prove to the contracting authority that it will have at its disposal the resources necessary, for example by producing a commitment by those entities to that effect.

A candidate who relies on the capacity of other entities shall ensure that A/S Storebælt receives the candidate's own ESPD together with a separate ESPD with the relevant information for each of the entities that the candidate relies on. Finally when groups of entities, including temporary joint ventures, participate in the tender procedure together, each of the participating entities must complete a separate ESPD with the information required in Part II-IV.

Prior to decision on award of the contract, documentation for the information stated in the ESPD must be produced, cf. §§ 151-155 of the said Act. A/S Storebælt further reserves the right to at any stage of the tender procedure to request a candidate/tenderer to submit documentation, if this is required to secure that the procedure is conducted correctly.

A/S Storebælt shall exclude a candidate/tenderer from participation in the tender procedure, if the candidate/tenderer is subject to one of the mandatory exclusion grounds in §§ 135 and 136 of the said Act. The candidate/tenderer shall submit information in this respect in the ESPD. Special attention is drawn to the fact that certain voluntary exclusion grounds have been made mandatory in § 136 of the Act.

Candidates are asked to submit applications for prequalification in 2 hardcopies and electronically on a USB or equivalent medium in a sealed envelope marked ‘Acquisition of variable message signs — Application. Must not be opened in the reception’. In case of discrepancy between the hardcopy and the electronic version, the hardcopy shall take precedence.

The application for prequalification cannot be submitted by e-mail.

According to the Danish Law on Enforcement of the Public Procurement rules etc. The following deadlines for lodging appeals apply:

Complaints about not being pre-qualified must be submitted to the Danish Complaints Board within 20 calendar days. The 20 calender days runs from the day following the day on which the Contracting Entity has notified the interested applicants who have been pre-qualified. However, the time limit only begins, if the notification contains a summary of the relevant reasons for the Contracting Entity's decision.

In other situations, the complaint must be submitted to the Complaints Board within:

1. 45 calendar days after the Contracting Entity has published a notice in the Official Journal that the contracting entity has entered into a contract. This period begins on the day following the day on which the notice has been published;

2. 30 calendar days from the day following the day on which the contracting entity informed the tenderers that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system is reached. As above, it is a condition that the notification contains a summary of the relevant reasons for the decision, before the period starts;

3. 6 months after the entity has entered into a framework agreement from the day following the day on which the Contracting Entity has informed the applicants and bidders.

At the latest at the same time as an appeal to the Complaints Board for Public Procurement is lodged,the complainant has to inform the Contracting entity, in writing, that the complaint is submitted to the Complaints Board, and whether the complaint has been lodged in the standstill period.

In cases where the complaint is not lodged in the standstill period, the claimant must also indicate whether a suspensory effect of the appeal has been requested.
