Økonomisk og finansiel stilling:
The applicant must submit a completed version of the ESPD section IV.B. The ESPD must be completed in accordance with the instructions.
The applicant must complete the ESPD with the latest audited annual reports regarding the following:
— Equity Total equity incl. share capital, reserves, revaluation, retained earnings etc.) (ESPD IV.B.4)
— Solvency ratio (Equity/total assets) (ESPD IV.B.4).
Mindstekrav til niveauet:
— Equity * 3 > EUR 12 000 000
— Solvency ratio > 20 pct.
— If the solvency ratio is between 15 pct. and 20 pct. the supplier can qualify if Equity > EUR 12 000 000.
Teknisk og faglig kompetence:
The applicant must submit a completed version of the ESPD section IV.C. and V. The ESPD must be completed in accordance with the instructions.
The applicant must complete the ESPD with:
A reference list of the most significant comparable contracts undertaken in the past five years with a motivated and detailed description of the contracts, scope of the contracts,contact information for the entity in question (including contact person) address of fabrication facilities and if applicable name and scope of subcontractors. If one or more references are missing the requested information, and such cannot be requested as supplementary information, this may influence the prequalification evaluation process.

The reference list should not surpass a maximum of the 10 most comparable and relevant deliveries which have been completed during the last five years and have been in full operation.
Reference lists must only include relevant references. Sufficient information shall be given to identify the references as relevant. This includes information about customer/destination, manufacturing year, manufacturing facility, rated voltages, rated power, variable or fixed, regulation range, configuration (three-phase or single phase units), type (i.e. auto), regulation method (OLTC/NLTC).

Special attention will be put to offshore deliveries and similar type and size of transformer or shunt reactor, when the references are evaluated.

Mindstekrav til niveauet:
1) It's a requirement that the negotiations are conducted in the English language. In order to be pre-qualified, the supplier must be able to do this. Furthermore the supplier must be able to carry out all technical clarifications in English, carry out all review activities in English and participate at Factory Acceptance Testing with an English-speaking staff.

2) It is a requirement that the applicant has an implemented proven quality management system according to ISO9001 or similar. (ESPD IV.C.3.)
3) It is a requirement that the applicant has an implemented HSE management system according to OHSAS18001:2007 and ISO14001:2004 or similar.(ESPD IV.C.3). The applicant will be excluded from participating in the contract if:
a) he doesn't provide an after sales service hotline available within normal working hours.
b) he doesn't declare that in case of an incident, an English or Danish-speaking customer service team will arrive on — quay site, ready for offshore transport within 72 hours (within three working days) after the damage was reported and that further steps are taken together with the contracting entity.

c) he doesn't declare that if factory repairs are required, the transformer will be transported from the quay to the factory where the repairs will be performed, a receiving inspection and test will be performed in the test facility, the active part will be removed from the tank and a report on the receiving inspection will be submitted, all within 8 weeks. Within the warranty period all costs resulting from the defect will be at the contractor's expense.

The applicant must submit a completed version of the European Single Procurement Document (ESPD). If the applicant rely on capacities of other entities or apply as part of group suppliers having joint forces, the relevant sections of section II and III must be completed for each supplier. The applicant must comply with all minimum requirements in III.1.1–III.1.3 and must not be subject to any grounds of exclusion in the Danish procurement law §135 and §136. The application must be submitted via the EU-Supply system and must be written in English. The contracting entity (CE) reserves the right to make additional requests, if the documents submitted by the applicants are incomplete or documents are missing. Applicants cannot demand that such action is taken. Instead, the CE can exclude incomplete applications for reasons of equal treatment and/or due to time constraints. The CE reserves the right to demand more docs, especially verifying the competence of the applicant or subcontractors.

Together with its tender application, a bidder consortium needs to submit a duly signed declaration by all its members:
— listing all members and assigning an authorized representative responsible for the performance of the contract,
