Third Party Monitoring and External M&E Support for Somalia Country Programme

To assist in monitoring the progress of its Somalia country programme (SCP) and derive lessons to inform improved collaboration and cooperation, the Danish Embassy plans to implement comprehensive and complementary external monitoring, evaluation and learning activities over the 3-year engagement. This contract is for the services of a consulting company or organisation to assist with this.
The main objective of the assignment is to help ensure that the Denmark — Somalia Country Programme (2015-2018) results are achieved as planned. This advisory support purpose is 2-fold:
1) Provide continuous systematic, structured and strategic management information based on the Somalia Country Program, including the Thematic Programmes and the Development Engagements (DE), as well as the M&E systems of the DE partners;
2) Increase the capacity of the Embassy DE partners with regards to Results Based Management, including M&E and risk management.
The SCP supports engagements across Somalia — in Puntland, Somali land and South Central Somalia. Due to the high levels of insecurity and threat in these areas, it is a requirement that the external M&E Support team develops M&E tools for assessing progress and impact in high risk areas, and that it throughout the lifetime of the programme conducts M&E in these areas in close coordination and cooperation with implementing partners, and where relevant, with other third party monitoring teams.
The scope of services will include:
— Support (during the initial programme phase) to the refinement and revision of the results framework, in close association with programme partners;
— Provide technical follow up on specific issues/problems identified through M&E reports, as requested by the programme committee and subject to resource availability; such follow up would for example include value for money audits; investigation and analysis of under-performance; mentoring of partner staff in M&E techniques;
— Monitor, over the life of the programme, the effectiveness of the design and management arrangements for the Country Programme, and develop and disseminate learning tools (papers, guidelines, toolkits etc.) to inform future country programme design in Somalia;
— Supporting the ‘whole of country programme’ approach by identifying the need for, and facilitating the operation of, networks/groups drawn from across the programme and engagement partners to address specific development problems including those identified through M&E reports;
— Provide quality assurance oversight of the M&E information generated by engagement partners for each of the development engagements under the programme;
— Provide strategic and technical advice to Embassy programme management staff and partner staff;
— Facilitate workshops targeting both Embassy staff and DE partner and government counterpart staff;
— Provide training to partners and government counterparts linked to Results Based Management, including risk management;
— Prepare and present focused M&E reports to the Embassy programme committee in its quarterly meetings;
— Prepare the draft Annual Somalia Country Programme Report on country programme results and development in risks and other factors impacting on successful country programme implementation;
— Contribute to the Embassy work on communicating results through case stories and an annual report for use by media in Somalia and Denmark;
— To define innovative solutions in close cooperation with implementing partners for how to ensure M&E in setting where the situation does not allow physical access and direct monitoring of SCP engagements.
— On an annual basis, assessment of the Country Programme, including the Thematic Programs, in relation to the OECD DAC quality criteria of relevance, efficiency, effectiveness, impact and sustainability;
— Information on emerging good practice in development cooperation from other countries/donors that may benefit the country programme, such as ‘problem-driven’ approaches and ‘managing complexity’.
The contract is expected to include 1-2 full time input and a number of short term input. The maximum budget for this contract is 13 000 000 DKK.
