Strengthening Ethiopia's capacity to counter Money Laundering and Illicit Financial Flows

Denmark has developed a comprehensive support programme to contribute towards the establishment and effective implementation of legal, regulatory and operational measures for combating money laundering (AML) and illicit financial flows (IFF) in Ethiopia and regionally. The support falls under Denmark's Peace and Stabilisation Frame and is expected to be implemented in the period 2015-2017.
The main objectives of Denmark's support package are as follows: (i) Improve Ethiopia's capacity to deter, detect and punish facilitators of illicit financial flows and (ii) strengthen Ethiopia's role in regional cooperation on AML-issues.
Engagement outcomes are anticipated to be: (1) Maintaining compliance with FATF recommendations, (2) Increased enforcement against illicit financial flows and expanding public awareness, (3) Ethiopia will increase its engagement in regional AML-cooperation, (4) More support to AML from Ethiopian Government and foreign partners.
A single Technical Expert Provider (TEP) will be appointed to assist in the delivery of a support package to be provided by Denmark to the Ethiopian Financial Intelligence Centre (FIC), the Ethiopian Ministry of Justice (MOJ) and other Ethiopian partners found relevant to be included in the engagement. The support is based on the wish of these institutions to develop their operations effectively and efficiently and in line with international best practice on AML and IFF.
The TEP is responsible for achieving the engagement's results within the budget and on time. The role of the TEP will be to provide:
— Advice and support as requested to maintain FATF standards, organise workshops and provide technical experts in line with the agreed deliveries and work plans;
— Analytical and operational training, support in developing SOPs and communication strategies;
— Advice on The Eastern and Southern Africa 'Anti-Money' Laundering Group (ESAAMLG) engagement and assistance to increased engagement with Djibouti and Somalia on AML;
— Advice and assistance to Ethiopian Government in approaching other donors and budgeting for capacity development;
— Reporting to the Embassy of Denmark in Ethiopia.
The Danish support is funded from the Danish Peace and Stabilisation Programme for the Horn of Africa 2015-2017.

(a) Annual turnover of the Candidate for the last 3 fiscal years.

(a) Project references of 2 contract(s) regarding anti-money laundering (AML) (entered or finalized) in the last 3 years, of these at least one has to be in Eastern Africa;
(b) An EN ISO 9001 certification or similar, or an acceptable operating quality assurance and management system;
(c) Management has relevant technical and management experience;
(d) List of average manpower divided on Management staff and other staff. Minimum those required for the assignment;
(e) The major part of the services must be rendered by the Tenderer.

A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;
If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
Andre særlige vilkår:
The Consultant will be required to perform the services in compliance with the Danida Anti-Corruption Code of Conduct and the principles of the UN Global Compact.
The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or as otherwise defined in the tender dossier.
