Provision of Livestock Investment and Vocational Education Programme (LIVE) in Somalia

Ministry of Foreign Affairs of Denmark

The Danish Ministry of Foreign Affairs, in cooperation with the Royal Danish Embassy in Nairobi, hereby invites applications for prequalification for a tender for the provision of services related to a Livestock Investment and Vocational Education programme (“LIVE”) in support of Denmark's Somalia Country Programme, 2015-2018.
The LIVE programme shall contribute to the development of the livestock sector across Somalia, with an initial emphasis on Somaliland and Puntland, first by strengthening local capacity to mobilise and use knowledge from Somali livestock research in decision making; and second by engaging public and private sectors in improving livestock products, marketing, and safety.
In particular, the objective of the programme is to support Somali institutions to develop sustainable livestock management systems, strengthen veterinary capacity and improve access to livestock market information, while linking to formal government mechanisms.
Denmark has already been supporting the livestock sector via a grant to Denmark's current implementing partners. The successful tenderer in this competition shall build on and expand the work so far achieved.
The context in which the engagement takes place and the goals that it seeks to achieve are as follows:
— Support the livestock sector as the dominant driver of local, regional and national economies in Somalia; The livestock sector is of central importance to employment and household income;
— Expanding value, income, and employment in the livestock sector;
— Governments and communities have requested additional support for livestock-focused activities. Addressing these needs will contribute to poverty reduction and sustainable growth;
— Enhancing capacities of government and non-government stakeholders on sector knowledge, strategies, implementation of standards (hygiene etc.) and legal matters.
The successful tenderer will be expected to achieve the following indicative outcomes but innovation is strongly encouraged:
— Improve capacity and student enrolment at the IGAD Sheikh Technical Veterinary School Reference Centre;
— Deepen actionable knowledge in collaboration with the school. Conduct research on climate change and its impact on animal husbandry and natural resource, management and on the hides and skins value chain;
— Work with the school on development of a medium and long-term business plan to move the school towards greater financial self-sufficiency;
— Give consideration as to how value-added could be enhanced within a more comprehensive value-chain instead of merely continue to support the on-the-hoof value-chain and export system. Investigate opportunities to support value-addition e.g. through light-industry driven food-processing of livestock and its by-products; milk, ghee cheese, skin, bonds, etc.);
— Seek synergies with other donor funded projects in the livestock sector across Somalia;
— Across three regions of Somalia (Somaliland, Puntland and South-Central), replicate, adapt or expand the system of livestock grading and real-time market data that has been developed for Somaliland;
— Contribute certification systems, policies and quality standards of livestock export as well as related infrastructure;
— Build capacities of livestock sector institutions (ministry of livestock, chamber of commerce, quality control commission, ISTVS and other related institutions).

In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a consortium any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

Any Candidate who has been the subject of a conviction by final judgement of which the contracting authority is aware for one or more of the reasons listed in Article 45(1) in the Directive shall be excluded;

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45(2)apply to that Candidate or Tenderer;

The Candidate, and in the case of the Candidate being a consortium each member, and other legal entities, shall furthermore sign a Solemn Declaration (ANNEX B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45(2) (e) and (f) in the Directive applies to any of the legal entities submitting the application.

A statement of the Candidate's turnover in the three most recent financial years available, in so far as information on such turnovers is available. For groups of suppliers (e.g. a consortium), the information must be submitted for each member of the group.

Mindstekrav til niveauet:

The Candidate must have had an annual turnover of at least 10 000 000 DKK in each of the 3 most recent financial years available.

If the turnover is not stated in said currency, the contracting authority will calculate the turnover based on the official exchange rate on the date this notice was published.

If the Candidate is a group of suppliers (e.g. a consortium) the minimum requirement concerning turnover maybe fulfilled by the group as a whole.

If the Candidate relies on the capacity of other entities, the turnover is calculated as the total turnover of the Candidate and such other entities in each of the 3 most recent financial years available.

Teknisk og faglig kompetence:

A) A list of the similar services provided in the last 3 years.

c) A description of the measures used for ensuring quality.

e) A description of the educational and professional qualifications of candidate's managerial staff.

The letters refer to sections in DANIDA's standard application form (see Section VI.3 below).

Mindstekrav til niveauet:

A) The candidate must show to have experience with the management of projects related to the livestock or agriculture sectors in Somalia.

c) The Candidate must have an EN ISO 9001 certification or similar, or an operating quality assurance and management system.

e) The Candidate's managerial staff must have relevant technical and management experience.

No particular legal form is required. If the agreement is awarded to a group of suppliers (e.g. af consortium) the members are required to undertake joint and several liabilities and to appoint one supplier to represent the group.

If the candidate is a group of suppliers (e.g. a consortium) each member shall provide the documentation required under III.2) below; the minimum requirements related to economic and financial standing and technical and professional ability in III.2.2) and III.2.3) below shall be fulfilled by the group as a whole.

Andre særlige vilkår:

Applicants will be required to perform the services in compliance with the DANIDA Anti-corruption Code of Conduct and the principles of the UN Global Compact.

The successful tenderer will be required to take out a Professional Risk Indemnity Insurance before signing of the contract and to maintain the insurance for the duration of the liability period, at its own cost, equal to the total contract amount or otherwise defined in the tender dossier.

Pursuant to the Danish Act on Enforcement of the Procurement Rules, etc. (the Act is available at www.retsinformation.dk), the following deadlines apply to the lodging of appeals:

Appeals for not having been prequalified must be submitted to the Danish Complaints Board for Public Procurement (Klagenævnet for Udbud) within 20 calendar days calculated from the day after the day when the contracting authority has notified the applicants concerned which applicants have been prequalified provided that the notification has included a short explanation of the relevant grounds for the decision.

In other situations, appeals regarding tender procedures must be lodged with the Complaints Board for Public Procurement within:

1) 45 calendar days after the contracting authority has published a notice in the Official Journal of the European Union that the contracting authority has concluded the contract. The deadline is calculated from the day after the day when the notice was published;

2) 30 calendar days calculated from the day after the day when the contracting authority has notified the applicants concerned that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system has been entered into if the notification has included a short explanation of the relevant grounds for the decision;

3) 6 months after the contracting authority has entered into a framework agreement calculated from the day after the day when the contracting authority has notified the applicants and tenderers concerned, see section 2(2) of the Act.

The complainant must no later than at the same time as lodging the appeal with the Complaints Board for Public Procurement notify the contracting authority that an appeal has been lodged with the Danish Complaints Board for Public Procurement and whether the appeal has been lodged within the standstill period, see section 3(1) of the Act. In the event that the appeal has not been lodged within the standstill period, the complainant must furthermore indicate whether he has requested a suspensory effect of the appeal, see clause 12(1) of the Act.
