Provision of Livestock Investment and Vocational Education Programme (LIVE) in Somalia

The Danish Ministry of Foreign Affairs, in cooperation with the Royal Danish Embassy in Nairobi, hereby invites applications for prequalification for a tender for the provision of services related to a Livestock Investment and Vocational Education programme (“LIVE”) in support of Denmark's Somalia Country Programme, 2015-2018.
The LIVE programme shall contribute to the development of the livestock sector across Somalia, with an initial emphasis on Somaliland and Puntland, first by strengthening local capacity to mobilise and use knowledge from Somali livestock research in decision making; and second by engaging public and private sectors in improving livestock products, marketing, and safety.
In particular, the objective of the programme is to support Somali institutions to develop sustainable livestock management systems, strengthen veterinary capacity and improve access to livestock market information, while linking to formal government mechanisms.
Denmark has already been supporting the livestock sector via a grant to Denmark's current implementing partners. The successful tenderer in this competition shall build on and expand the work so far achieved.
The context in which the engagement takes place and the goals that it seeks to achieve are as follows:
— Support the livestock sector as the dominant driver of local, regional and national economies in Somalia; The livestock sector is of central importance to employment and household income;
— Expanding value, income, and employment in the livestock sector;
— Governments and communities have requested additional support for livestock-focused activities. Addressing these needs will contribute to poverty reduction and sustainable growth;
— Enhancing capacities of government and non-government stakeholders on sector knowledge, strategies, implementation of standards (hygiene etc.) and legal matters.
The successful tenderer will be expected to achieve the following indicative outcomes but innovation is strongly encouraged:
— Improve capacity and student enrolment at the IGAD Sheikh Technical Veterinary School Reference Centre;
— Deepen actionable knowledge in collaboration with the school. Conduct research on climate change and its impact on animal husbandry and natural resource, management and on the hides and skins value chain;
— Work with the school on development of a medium and long-term business plan to move the school towards greater financial self-sufficiency;
— Give consideration as to how value-added could be enhanced within a more comprehensive value-chain instead of merely continue to support the on-the-hoof value-chain and export system. Investigate opportunities to support value-addition e.g. through light-industry driven food-processing of livestock and its by-products; milk, ghee cheese, skin, bonds, etc.);
— Seek synergies with other donor funded projects in the livestock sector across Somalia;
— Across three regions of Somalia (Somaliland, Puntland and South-Central), replicate, adapt or expand the system of livestock grading and real-time market data that has been developed for Somaliland;
— Contribute certification systems, policies and quality standards of livestock export as well as related infrastructure;
— Build capacities of livestock sector institutions (ministry of livestock, chamber of commerce, quality control commission, ISTVS and other related institutions).
