Pre-qualification regarding supply of long-life gear oil for testing on one of two Siemens 3.6–120 wind turbines at Avedøre Holme in Denmark

DONG Energy wishes to extend the numbers of gear oils available for Siemens Wind Turbines 3.6 MW, and to extend the life time of the gear oils in order to minimize the number of oil changes during the life time of the wind turbines. For this purpose DONG Energy wishes to purchase and test 2 different gear oils on two Siemens Wind Turbines (3.6 MW, owned by DONG Energy) located in Avedøre Holme near Southern Copenhagen.
The object for the gear oils tested will be the technical performance, especially the expected lifetime.
The OEM of the gearboxes on Siemens Wind Turbine 3.6 MW is Winergy, and it is therefore mandatory that the gear oil is approved by Winergy for testing or for use. In case that the applicant's intended gear oil has not yet reached final approval by Siemens Wind Power, then the result from Avedøre may be used by the supplier towards Siemens Wind Power in order to get the final approval.
The test will last for two years after commencement of the test, and at that time a preliminary conclusion shall be made, but the oils used for testing will be kept on the Avedøre Holme wind turbines for the remaining life time of the oils unless other factors necessitates an oil change.

Pursuant to Article 54 of Directive 2004/17/EC, subsection 4, the company shall prove his eligibility by submitting relevant certificates or, if no such certificates are issued by a competent body, a solemn declaration to the Employer.

A1. Ownership and corporate form. It the company is a subsidiary, the name and address of the parent company must be stated as well as the name and address of a Danish representative if any.

Teknisk og faglig kompetence:

B1. Statement of the company's ability to plan and manage a large supply of long-life gear oils for wind turbines.

B2. If any hardware is required for the gear-oil, a statement of the tools, plant or technical equipment shall be specified, and substantiation of the company's compliance with applicable health and safety regulations and legislation concerning the use of such hardware for the tendered scope in Denmark shall be attached.

B3. References for similar supplies which the company has on order or has completed within the last 5 years. The list shall include dates, recipients, types and amounts of log-life wind turbine gear oils.

B4. Statement of the company's (including major sub-contractor's) health and safety management system and organization including principles for implementation of health and safety management. Further, the company shall state its records of incidents/accidents (including Lost Time Incident, Lost Time Incident Frequency) for the company as a whole within the last 5 years.

B6. Statement of the company's quality management system according to ISO 9001 or similar. The same applies for major sub-contractors.

B7. Documentation substantiating that the long-life gear oil type intended to be supplied is miscible with the current gear oil (Castrol Optigear Synthetic X 320) and with common gear oils for wind turbines in general, and must incl. attached data sheets for the oil in both Danish and English.

B8. Documentation substantiating that the long-life gear oil type intended to be supplied is approved for use/tests in Winergy 3.6 MW wind turbine gears.

The assessment of the company's technical capacity will primarily be based on the company's capability to supply large amounts of long-life gear oils for wind turbines. By large amounts is meant 120 000 lt or more of long-life oil supplied in one delivery.
