The procedure for this tender is a negotiated procedure where applicants shall apply for participation cf section III 2.1 — III 2.5.

4 applicants will be pre-qualified for each lot for the tender procedure.

If the number of applicants applying for pre-qualification exceeds 4 for each lot, the Contracting Entity will perform the pre-qualification based on an evaluation of each applicant's respective economic and financial standing as well as technical ability/professional ability. The 4 best applicants will be pre-qualified.

The assessment regarding the applicant's economic and financial standing will be based upon the below criteria:

1) Equity

2 )Solvency ratio

3) EBIT margin (if annual accounts are available)

4) Liquidity ratio

5) Cash flow from operation /Z'‘-score ((6,56 * NWC/Total Assets) + (3,26 * Retained Earnings/Total Assets) + (6,72 * EBIT/Total Assets) + (1,05 * Equity/Total Assets))

The assessment will be based on the information entailed in the documentation requested under section III.2.2.

The assessment regarding the applicants Technical capacity will be based on the following cafeterias:

1) The quality and relevance of the references submitted.

2) The number of offshore technicians within the specific type of services.

3) The LTIF.

4) Process for recording of near misses.

The assessment will be based on the information entailed in the documentation requested under section III.2.3.

Any applicants who do not fulfil the requirements in section III.1.4 will not be taken into consideration in the assessment.

Applicants are hereby informed that the contract will be signed by DONG Energy Wind Power A/S but all companies within the DONG Energy group can request for services under these contracts.

In line with Directive 2004/18/EC, article 45.1:

There are no specific requirements to the legal form to be taken by the group, but if a group of economic operators submit a joint tender, all economic operators in the group shall be jointly and severally liable for the performance and fulfilment of the contract.
