New Danish Chancellery and staff housing in New Delhi, India — Construction phase consultancy
The Ministry of Foreign Affairs of Denmark is in the process of constructing a new Danish chancellery and staff housing in New Delhi, India. This contract concerns the construction phase consultance for the project as described further below.
Based on a detailed design of the chancellery and the staff housing the Ministry of Foreign Affairs of Denmark has conducted a tendering process in India to select the contractor to complete the construction of the chancellery and the staff housing. The procedure is currently being finalised and the winning tenderer selected. The Ministry of Foreign Affairs of Denmark has been assisted by COWI and local Indian advisors in the preparation of the detailed design, based on a project developed by Vilhelm Lauritzen Architects (VLA) and sub-consultants. Further COWI and the local Indian advisors have assisted the Ministry of Foreign Affairs with the tender process for the selection of the constructor. The detailed design, the tendering material for the tender of the construction of the chancellery and the winning tender will be provided as part of the tender material.
The construction is conducted on basis of a FIDIC-contract (FIDIC Red Book), and thus the basis of contract for the construction phase consultancy will also be FIDIC (FIDIC Client/Consultant Model Services Agreement).
The construction phase consultancy will mainly consist of construction management and supervision. The consultant is expected to handle all communation between the Ministry of Foreign Affairs of Denmark and the contractor as well as dealing with the local authorities in New Delhi in conjunction with the Ministry of Foreign Affairs of Denmark. The Ministry of Foreign Affairs of Denmark expects the consultant to conduct meetings with the relevant parties regularly. Meetings with the Ministry of Foreign Affairs of Denmark will be in Copenhagen and/or at the embassy in New Delhi as required by the Ministry of Foreign Affairs of Denmark. The consultant will assume the task of the overall management of the project, including but not limited to cost management, time management and risk management. The Ministry of Foreign Affairs of Denmark expect the consultant to post an employee in India during the construction phase as the experience of the Ministry of Foreign Affairs of Denmark is that ad hoc supervision does not necessarily secure the needed results, also taking into account the duration of the construction phase (approximately 12 months). The Ministry of Foreign Affairs of Denmark expect the posted employee to be supported by off site employees of the consultant and/or local advisors in India in order to secure full compliance with Indian building regulations. The consultant may be asked to conduct minor changes to the detailed design during the construction phase.
