Municipal Development Programme, Mozambique: Technical Assistance for programme management, fund managing and capacity development

The Programme for Municipal Development, PRODEM, supports 26 municipalities in northern Mozambique. The PRODEM follows a succession of previous municipal support programmes co-financed by a group of development partners (currently Denmark, Ireland, Switzerland, and Sweden). The programme objective is to contribute to urban poverty reduction and sustainable development of the municipalities. PRODEM has two pillars: Pillar 1 supports Municipal Development through capacity strengthening in urban management for climate resilience, municipal financial management, municipal governance and citizen's participation, as well as strengthening of the national association of municipalities. Pillar 2 supports strengthening of the national framework for decentralization and municipal development. The total indicative programme budget for the first phase of PRODEM (2015-2017) corresponds to USD 26 million.
The technical assistance is to be provided for:
— Programme management;
— Funds management;
— Capacity development.
Key competences and experiences required of the successful candidate include:
— Strong, proven experience with programme and fund management;
— Excellent competencies regarding municipal development, urban environmental management and local governance including for facilitation of capacity development and programme implementation towards sustainable results;
— Relevant work experience from Sub-Saharan Africa, including Mozambique, and the cultural and language skills to function effectively in the local institutional context.
The expected input will consist of 8 international and 15 national long-term expert positions, support staff and a pool of international and national short-term technical assistance.
The contract will be for an initial 30 months with the option for a second phase of up to 24 months. For the first phase (30 months) of the contract, a maximum contract value of DKK 40 million has been set. The successful candidate is expected to provide a bank guarantee corresponding to the quarterly transfers entrusted to the fund manager for programme implementation. Kindly note that both contract phases are subject to the final approval of support by the appropriation authorities of the development partners co-financing the programme, and that the award of a second contract phase is moreover subject to conclusion of a Government Programme Agreement as well as the performance of the selected service provider.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.

A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.
If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
