The call for tenders comprises Insurance Consultancy / Insurance Broking Services related to the Construction of:
Lot No. 1) Ring 3 Lightrail
Lot No. 2) Cityringen - branch off to Ny Ellebjerg via Sydhavnen
RING 3 LIGHTRAIL:
Establishment of a light rail along Ring 3 road from Lyngby to Ishøj has been agreed between the Danish State, Region Hovedstaden (the capital region of Denmark) and the following municipalities along Ring 3: Lyngby-Taarbæk, Gladsaxe, Herlev, Albertslund, Rødovre, Glostrup, Brøndby, Hvidovre, Vallensbæk, Ishøj and Høje-Taastrup.
The Ring 3 light rail will have 27 stations on a 27 kilometre line.
Frequent services at five-minute intervals on weekdays make the light rail an attractive public transport solution. The light rail is expected to carry 13-14 million passengers a year. The number may increase to 17-18 million, as the area along the line gradually develops.
Cityringen - Branch off to NY Ellebjerg via Sydhavnen:
Metroselskabet is constructing Cityringen, Cityringen — branch off to Nordhavnen and Cityringen — branch off to Ny Ellebjerg via Sydhavnen. The latter hereinafter referred to as Sydhavnsmetroen.
Sydhavnsmetroen is a dual track branching off the Cityringen, starting after a bifurcation chamber located at the branch off to the Control and Maintenance Center (CMC) at Cityringen. Sydhavnsmetroen will be a bored tunnel over the approx. first 3,500 metres, following which, over a distance of approx. 200 metres, the Sydhavnsmetroen will be taken up to ground level via a cut and cover tunnel and a ramp; finally the Sydhavnmetroen will end with approx. 500 metres of metro above ground.
5 stations will be constructed:
— v/Fisketorvet (under ground station);
— v/Frederiksholmsløbet (under ground station on the southern part of Enghave Brygge);
— v/Slusen (under ground station located on filled in material in Fordgraven);
— v/Mozarts Plads (under ground station);
— Ny Ellebjerg Station (above ground station or as an alternative an under ground station).
Furthermore Sydhavnsmetroen will be prepared for a possible extension of the M4 line after Ny Ellebjerg
Scope of work for the insurance consultant / broker (IBR) for both lots:
Until insurances are obtained the Scope of Work will include:
1) Insurance strategy, Material Damage and Public Liability
2) Tender Strategy and procedures for insurances
3) Preparation of prequalifications documents and management of the prequalification process
4) Preparation of tender documents, incl. overall risk description
5) Definition of content and review of the document "Underwriting Information"
6) Management of call for tenders
7) Evaluation of received tenders
8) Contribution to negotiation with Tenderers
After insurances are obtained the Scope of Work will include:
1) Administration of the obtained Insurance cover
2) Follow-up on risk management and Insurances incl. participating in risk management committee
3) Handling of contact to insurers
4) Contribution to the preparation of procedures for claims handling
5) Monitoring the claims handling
6) Other activities necessary for the best possible handling of the Clients's interest connected with the obtained insurance cover.
7) Follow up after handover

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
1) The request for participation must be submitted in two copies with identical wording and a digital copy on a USB.
2) The request may specify the company(ies) seeking pre-qualification; phone number; e-mail-address and name of a contact person.
3) The request must include a general description of the applicant and if the applicant is not a single company: A description of the split between involved companies in the team.
4) According to Consolidation Act No. 336 of 13.5.1997, the applicant must enclose a solemn declaration in respect of due, unpaid debt to the authorities.
5) The request must also be accompanied by a solemn declaration to the effect that the applicant is not excluded from participating in the tender procedure for reasons specified in Article 54 (4), second sentence (corresponding to the Public Procurement Directive, Article 45 (1)), and that the applicant is not excluded from participating in the tender procedure for reasons covered by the Public Procurement Directive, Article 45 (2), letters a, b, c, e and f.

Økonomisk og finansiel stilling:
6) The request must be accompanied by information on the Applicant's economic key figures for the three last available years as follows:
* turnover;
* profit/loss for the year after taxation;
* equity capital;
* total assets.
The information may be given as a table, dated and signed by the applicant, Metroselskabet would prefer not to receive annual reports.
Metroselskabet I/S reserves the right to obtain audited annual reports upon request.
Formality:
If the request for participation comes from a consortium, the above mentioned information must be submitted for each participant of the consortium.
If the application is based on economic and financial capacity of a third party (e.g. a parent company):
* the said information must also be enclosed for such third party;
* an availability declaration from the third party must be enclosed, cf. Article 54 (5) of the Utilities Directive.
NO availability declaration is needed if the application is based solely on the applicant's own economical and financial capacity.

Minimum requirements regarding economic and financial capacity:
There must be no risk worth mentioning that for financial reasons the applicant will not be able to complete the task in a satisfactory way.
Teknisk og faglig kompetence:
7) The application must be accompanied by a maximum of 10 selected references (for each lot) for comparable assignments to the one put out to tender.
Each reference may contain a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work performed by the applicant and the time frame of the project carried out.
For each reference it shall be stated to which lot the reference is related (Lot No. 1, Lot No. 2 or both).
8) The request must be accompanied by information about the applicant's approximate number of employees in total and number relevant for the task put out to tender.
9) The request must be accompanied by information about the applicant's capability in relation to electronic systems for handling of losses and damages and the Client's possibility to get access to the systems
Formality:
If the request for participation comes from a consortium, the above mentioned information must be given for each participant of the consortium.
If the application is based on technical capacity from a third party (e.g. a subconsultant):
* the said information must also be given for the third party;
* an availability declaration signed by the third party must be enclosed, cf. Article 54 (6) of the Utilities Directive.
NO availability declaration is needed if the application is based solely on the applicant's own technical capacity.

Minimum requirement regarding technical capacity:
The applicant must document solid experience with – and competence for – solving assignments comparable to the one offered for tender, including experience in handling public procurement processes in accordance with the EU regulation.
