Implementation of an Innovation Fund for promoting Green Growth Innovations in Bolivia

The services to be provided under this contract fall under 2 of Danida's thematic areas within the Bolivian Country Programme which are: Promotion of Inclusive and Sustainable Economic Growth and the Promotion of Sustainable Natural Resource Management and Climate Change. A Fund Manager (FM) will be responsible for the administration and implementation of an Innovation Fund (IF) for promoting Green Growth Innovations. The contract value is limited to DKK 6 250 000. The value of the transfers to third parties (financial support for Innovation Plans IP) is DKK 22 750 000 (excluding the contract value), summing a total budget of DKK 29 000 000. The amount earmarked for support to the IP will be transferred to the third parties whose proposals for IP's have been approved by the Innovation Plan Approval Committee. This also implies that the contract value includes all other implementation costs, including but not limited to the costs of the set-up and hosting the Steering Committees (SC), personnel, local and international transport, purchase of equipment and office supplies, rental, local consultants, publications and communications, implementation of the proposed institutional structure and any other cost the tenderer requires for a correct and efficient implementation of the IF. The IF must contribute to promote innovations that contribute to environmental sustainability as well as inclusive economic growth/improved incomes of small producers, i.e. win-win situations for Green Growth, within the whole of the national territory of Bolivia (1 098 581 km²).
The FM will be responsible for a.o. developing and applying: An operational and financial manual, rules and procedures for the different steering committees, criteria for selection of the IPs, hosting the steering committees, development of a general framework and outcome monitoring system, monitoring and evaluation of each of the IPs in the field and ensure awareness raising among the public through the dissemination of results and lessons learned. The working language will be Spanish. The contract is expected to run from 1.8.2015 till 31.10.2018. Please note that Bolivian law requires the company presenting the winning bid to legally register in Bolivia or to work through a local company in order to legally operate within Bolivian territory.

Applications not using the standard application form will not be accepted. The proposals shall be submitted according to the requirements set out in the tender document. Proposals should be written in Spanish. Candidates for Key Personnel positions may be invited for interviews. Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. Such entities, for instance the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in the contract notice. A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Andre særlige vilkår:
The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.
The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
