Fund Manager for the Civil Society Organisations in Burkina Faso

The Danish Embassy has for years accompanied the civil society in Burkina Faso in the promotion and protection of human rights. Civil society organisations (CSO) are supported through a civil society organisation fund
The Embassy is currently seeking a Fund Manager to coordinate this support, which amounts to 92 000 000 DKK. The Fund Manager will be responsible for the administrative and financial management of the funds, the monitoring and evaluation and capacity building to ensure the sustainability of the achievements of civil society organisations. The administrative guidelines for the management of the fund will be determined jointly with the Fund manager, based on the Danish Ministry of Foreign Ministry's standard cooperation agreement.
Specifically, the Fund Manager shall:
1. Ensure the overall management of funds, including quality assurance CSOs reporting, and monitoring and evaluation of the CSOs in order to measure the achievement of results.
2. Identify needs for capacity building in relevant areas and to ensure the sustainability of their activities.
3. Ensure the capitalisation of CSO experiences in human rights, citizen engagement and prevention of the rise of radicalism.
The staff provided by the Fund Manager will be mobilised May 2016 and cover a period of 55 months. It will include 260 man months of both long term and short term and international and national technical assistance. The areas to be covered include management, capacity building of CSO, human rights, justice, corruption, water and sanitation, etc.
The Fund Manager shall have proven experience from administrating similar funds and financing civil society organisations; from capacity building of civil society organisations; from monitoring and evaluation of similar projects; and have strong skills in reporting and in capitalising results.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

— No restrictions on nationality;

— in situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

(a) List of most relevant project references from the last 3 years;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

(g) Average annual manpower;

(h) Tools/plants etc.;

(i) Subcontracting;

(j) Products supplied.

(a) The applicant must show by way of project references that they have entered or finalized at least two relevant contracts in the last three years, of these:

— Minimum 1 relevant contract for fund management.

— Minimum 1 relevant contract for management of contract above 10 000 000 DKK in French speaking West Africa.

The required country experience may also be covered by a project reference for the first requirement.

Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

— A group of economic operators will be required to enter a joint venture agreement;

— where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;

— applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;

— if the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
