Framework agreements regarding SATCOM — satellite earth stations for ships and modems

Danish Defence Acquisition and Logistics Organization

The Danish Navy is currently using satellite earth stations for ships that are able to operate with satellites in the Ku- and X-band in order to make communication between its ships and land. The satellite earth stations that are placed at the ships in the Danish Navy have been bought in laps over a number of years since 2005. In order for the Danish Navy to sustain the satellite earth stations The Danish Defence Acquisition and Logistics Organization (DALO) wishes to enter into a framework agreement regarding ongoing replacement and sustainment of the Ku- and X-band satellite earth stations and subsystems owned and operated by the Danish Navy.
Since Denmark joined the WGS system, it has also been possible for the Danish Navy to operate in the Ka-band network. Currently the Danish Navy considers to replace the Ku-band satellite earth stations, or at least some of them, with Ka-band satellite earth stations. This tender will therefore also encompass a framework agreement that enables DALO to acquire satellite earth stations and subsystems that operate in the Ka-band as well as related sustainment services.
Finally DALO wishes to enter into a framework agreement that encompass acquisition of modems combined in a capacity saving system for satellite earth stations for ships. This framework agreement will also encompass assistance in installing, testing and maintaining the modems as well as training of personnel in the supplied modems.
Accordingly the tender is divided into three lots:
Lot 1 (X- and Ku-band satellite earth stations for ships):
1. Delivery of X- and Ku-band satellite earth stations for ships including software and documentation necessary to enable DALO to install, operate and maintain the offered equipment;
2. Delivery of subsystems for satellite earth stations, that means I) antenna with feeder II) Antenna positioning and tracking system III) Low noise receiver and converter system IV) Block up converter and power amplifier system V) Radome;
3. Delivery of Spare parts for X- and Ku-band earth satellite stations and subsystems;
4. Repair services for all X- and Ku-band satellite earth station, subsystems and spare parts offered;
5. Support and maintenance services including installing and testing of new deliveries of satellite earth stations, subsystems and spare parts;
6. Training services in the supplied satellite earth stations and subsystems of the personnel in the Danish Defence.

Must not be opened in the reception". In case of discrepancy between the hard-copy and the electronic version, the hard-copy shall take precedence. The application for pre-qualification cannot be submitted by e-mail. DALO have prepared a pre-qualification questionnaire which candidates are strongly encouraged to use when submitting their applications. The questionnaire contains questions, forms and templates for providing information etc. in accordance with the requirements in this Contract Notice. However, it is emphasized that it is the sole responsibility of the candidate that the information provided fulfils the requirements. For all three lots: The three latest annual reports or a declaration stating the candidate's solvency ratio (calculated by dividing the candidate's equity with the candidate's total assets (equity/total assets x 100) at the end of the preceding three financial years, in so far as information such information is available.

Mindstekrav til niveauet:

For lot 1 (Ku- and X-band) and lot 2 (Ka-band): No minimum levels required. The information provided will however be a part of the objective criteria for choosing the candidates who will be invited to participate in the tender process.

For lot 3 (modems): The candidate must have had a solvency ratio of at least 10 percent for each of the preceding three financial years.

For all three lots: A list of the most important similar deliveries carried out over the past three years. The list should preferably include:

— A description of each delivery;

— The size and value of the deliveries (specific names/countries are preferred, but need not necessarily be included; if no country specific information is included the candidate is asked to provide as much generic information as possible about the delivery);

— The recipients of the deliveries.

Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities.

Oplysninger om frister for klageprocedurer:

Pursuant to Danish act no. 492 of 12.5.2010 with subsequent amendments on enforcement of the public procurement rules, complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.

Other complaints must be filed with The Complaints Board for Public Procurement within 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date).

As a consequence of the Danish act no. 492 of 12.5.2010 with subsequent amendments regarding enforcement of the rules for procurement etc., complaints regarding a tender covered by the public procurement directive must be filed with the Complaints Board for Public Procurement within 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date). The complainant must inform the contracting authority of the appeal in writing at the latest simultaneously with the lodge of the complaint to the Complaints Board for Public Procurement. The complainant shall state whether the complaint has been lodged in the standstill period. If the appeal has not been lodged in the standstill period, the appellant must also state whether it is requested that the appeal is granted delaying effect.
