Framework agreements regarding SATCOM — satellite earth stations for ships and modems

Danish Defence Acquisition and Logistics Organization

The Danish Navy is currently using satellite earth stations for ships that are able to operate with satellites in the Ku- and X-band in order to make communication between its ships and land. The satellite earth stations that are placed at the ships in the Danish Navy have been bought in laps over a number of years since 2005. In order for the Danish Navy to sustain the satellite earth stations The Danish Defence Acquisition and Logistics Organization (DALO) wishes to enter into a framework agreement regarding ongoing replacement and sustainment of the Ku- and X-band satellite earth stations and subsystems owned and operated by the Danish Navy.
Since Denmark joined the WGS system, it has also been possible for the Danish Navy to operate in the Ka-band network. Currently the Danish Navy considers to replace the Ku-band satellite earth stations, or at least some of them, with Ka-band satellite earth stations. This tender will therefore also encompass a framework agreement that enables DALO to acquire satellite earth stations and subsystems that operate in the Ka-band as well as related sustainment services.
Finally DALO wishes to enter into a framework agreement that encompass acquisition of modems combined in a capacity saving system for satellite earth stations for ships. This framework agreement will also encompass assistance in installing, testing and maintaining the modems as well as training of personnel in the supplied modems.
Accordingly the tender is divided into three lots:
Lot 1 (X- and Ku-band satellite earth stations for ships):
1. Delivery of X- and Ku-band satellite earth stations for ships including software and documentation necessary to enable DALO to install, operate and maintain the offered equipment;
2. Delivery of subsystems for satellite earth stations, that means I) antenna with feeder II) Antenna positioning and tracking system III) Low noise receiver and converter system IV) Block up converter and power amplifier system V) Radome;
3. Delivery of Spare parts for X- and Ku-band earth satellite stations and subsystems;
4. Repair services for all X- and Ku-band satellite earth station, subsystems and spare parts offered;
5. Support and maintenance services including installing and testing of new deliveries of satellite earth stations, subsystems and spare parts;
6. Training services in the supplied satellite earth stations and subsystems of the personnel in the Danish Defence.
Lot 2 (Ka-band satelitte earth stations for ships):
1. Delivery of Ka-band satellite earth stations for ships, including software and documentation necessary to enable DALO to install, operate and maintain the offered equipment.

Candidates are asked to submit applications for pre-qualification in 3 hard-copies and electronically on a CD/ USB or equivalent medium in a sealed envelope marked "Confidential Tender for Satcom — satellite earth stations and modems — lot 1 and/or lot 2 and/or lot 3. Must not be opened in the reception". In case of discrepancy between the hard-copy and the electronic version, the hard-copy shall take precedence. The application for pre-qualification cannot be submitted by e-mail. DALO have prepared a pre-qualification questionnaire which candidates are strongly encouraged to use when submitting their applications. The questionnaire contains questions, forms and templates for providing information etc. in accordance with the requirements in this Contract Notice. However, it is emphasized that it is the sole responsibility of the candidate that the information provided fulfils the requirements. The questionnaire is available upon request from the contact point stated in I.1 above. The candidate must in the request for the questionnaire state which lots the candidate intents to apply for pre-qualification for. Re. Section III.2.1): Solemn declaration regarding the candidate's payment of taxes and social security contributions. When submitting the offers (but not the application for pre-qualification), the tenderers must submit a solemn declaration stating to which degree the tenderer has fulfilled its obligations relating to the payment of direct and indirect taxes and social security contributions in accordance with the legal provisions of the country in which the candidate is established and in Denmark in accordance with consolidation act no. 336 of 13.5.1997 regarding public payments. For lot 1 (Ku- and X-band) and lot 2 (Ka-band): No minimum levels required. The information provided will however be a part of the objective criteria for choosing the candidates who will be invited to participate in the tender process.
For lot 3 (modems): The candidate must have had a solvency ratio of at least 10 percent for each of the preceding three financial years.
