The tendered contracts are framework agreements comprising the supply of temporary staff to support DONG Energy's offshore wind farm projects.
Hence, the scope of services includes the supply of temporary staff employed by the supplier, who will be hired by Dong Energy as consultants on an ad hoc basis and will mainly be working in DONG Energy's offices in Denmark under the instructions of DONG Energy for a shorter or longer period of time.
The scope of services includes the supply of staff with engineering experience, preferably from the offshore wind industry:
The framework agreement is divided into the following 6 lots:
1. Wind Turbine engineering;
2. Substation engineering;
3. Electrical Systems engineering;
4. Foundations engineering;
5. Harbour and Offshore logistics engineering;
6. Project management and support (incl. contract management and supplier quality management).
Alterations may occur as set out in the tender material.
Approximately 50 full time consultants (in total; deriving from all lots) are expected to be contracted through the framework agreements pr. year. The volume is expected to be approximately the same on each of the six lots. However, as deviations may occur, this figure is in no way binding for DONG Energy.

DONG Energy intends to invite a limited number of applicants to tender for the framework agreements. Applications for pre-qualification must be submitted through DONG Energy's online tendering system Scanmarket. This requires a simple registration via the following link: https://goo.gl/rQYGqE (this is the same link as set out in Section I1 (‘Electronic submissions of tender and requests to participate’) — Google URL shortener has been applied, which is why the link appears unusual). Further instructions may be found via the Scanmarket system following the registration. The application for pre-qualification should include the documentation requested under section III.2.3) DONG Energy encourages the applicant to specify clearly, which of the 6 lots the applicant intends to be pre-qualified for (in case this is not specified, it will be assumed that the application is intended for all 6 lots). The number of pre-qualified applicants is expected to be between 8 and 12 for each of the 6 lots (though if fewer than 8 companies apply for pre-qualification the number will be lower). If necessary there will be a limitation on the number of applicants that will be invited to tender. The limitation will be based on which applicants demonstrate the best technical and professional ability, including: A. the most extensive provision of services which the company has provided within the last 3 years similar to the services that DONG Energy is tendering for (as set out in i section II.1.5 above). The extent of the provided services will be assessed in terms of the volume of the provided services (e.g. in terms of economic value); B. the most relevant provision of services which the company has provided within the last 3 years similar to the services that DONG Energy is tendering for (as set out in i section II.1.5 above). The relevance of the provided services will be assessed in terms of how well the description of the provided services fits the scope of the particular lot, which the applicant wishes to be pre-qualified for. The following will in particular be rated positively: — provision of temporary staff to the offshore industries, particularly regarding offshore wind farms; — provision of a temporary staff in Denmark. The assessment of which applicants have demonstrated the best technical and professional ability will be based on the information entailed in the documentation requested under section III.2.3). Please note that listed services which explicitly has not been delivered within the last 3 years will be disregarded. Eventually, 3 to 5 Suppliers are expected to awarded framework agreements for each of the 6 lots.
