DONG Energy Sales & Distribution A/S' intends to install a number of compressors for injection of upgraded biogas into DONG Gas Distributions A/S' natural gas grid in Denmark.
The compressor package under the agreement will have different requirements to capacity range as well as pressure range.
Basically the package shall cover the capacity range from 150 Nm3/h to 10.000 Nm3/h, with an inlet pressure of 2.0 - 10.0 barg and an outlet pressure of 19 - 40 barg.
It is op to the manufacturer to decide the solution for the package, whether it is 1 unit in the package, or several units in a series construction. Some packages shall also be delivered in redundant solutions.
The compressor package shall be delivered as complete solutions, ready to be installed on the site and include all necessary equipment inside the interface of the manufacturer. There will be some client deliveries of gasflow meters etc.
The compressor units shall be delivered as packaged units delivered in a weather screen, with different noise requirements depending on the environment in which the compressor to be placed or without weather screen for installation in Buildings provided by others.
The compressor units, shall be build according to API 618 and ISO 13631 or similar recognized compressor standard.

Final flow, pressure scenarios, noise requirement, redundant etc. are therefore not in place, sizes and numbers of compressors are an estimate.The manufacturer shall deliver service and accident repair for the complete package. This tender is with prequalification. Prequalification will be conducted through the electronic platform ‘Scanmarket’ where applicants must put forth their candidacy. Requests to be registered in Scanmarket must be send to aforementioned contact person according to section IV.3.3 Upload of prequlification material to Scanmarket have to be finalized before 22.5.2015 at 12:00 hours according to section IV.3.4 C.f. section I.3 other companies are defined as: ‘DONG Energy Group’ means those undertakings in which DONG Energy A/S, CVR number 36 21 37 28, Kraftværksvej 53, Skærbæk, DK-7000 Fredericia, directly or indirectly: (i) owns half or more of the capital or business assets, (ii) has the right to exercise half or more of the voting rights, (iii) has the right to appoint half or more of the members of the supervisory board, the administrative board or bodies legally representing the undertakings, or (iv) has the right to manage the undertakings' affairs. Furthermore, ‘DONG Energy Group’ also means those undertakings in which undertakings as referred to in (i)-(iv) jointly have the rights or powers listed in (i)-(iv).

In order to be prequalified to participate in this tender, the applicant company must attach a sworn statement proof that candidates are not in one of the following situations:

1) Not in bankruptcy, liquidation or composition with creditors, is not in receivership, has not suspended business activities, is a another similar situation arising from a similar procedure is determined by national legislation.

2) Is not sought in bankruptcy, treatment aimed at liquidation, composition outside bankruptcy, receivership or any similar procedures laid down in national legislation.

3) Not by a Court decision under its regulations is convicted of an offense raises doubts concerning his professional conduct.

4) Has fulfilled its obligations regarding the payment of social security contributions in accordance with legal provisions of the country where he is established or of the contracting authority.

5) Has fulfilled its obligations relating to payment of taxes in accordance with the legal provisions of the country in which he is established or of the contracting authority.

As a alternative a service certificate from the Danish Commerce and Companies Agency will be considered as proof documentation.

A Service certificate or sworn statement may not be more than 6 months old at the time of prequalification.

Note: It may take up to 14 days or more to obtain a Service Certificate from the Danish Commerce and Companies Agency Failure to meet the above requirements will mean that DONG Energy shall reject the application.

QHSE requirements:

Documentation of the applicants quality management system is required. If the applicant is e.g. ISO 9001 certified a copy of the certificate can be used as documentation. If a non-certified system is utilized it is required that the applicant describes:

a) the executive policy of the company concerning quality management — including name and position of the person who is responsible for the quality management in the company,

b) the system for document control in the company,

c) how the company assures that systems, procedures and/or working procedures are monitored,

d) how the company works to prevent and correct actions to diminish deviations from systems, procedures and/or working procedures,

e) how the company evaluates its quality management system,

f) the company's program for instructing employees in quality management and initiatives to secure the employees ability to carry out the job,

g) how the administration of sub-supplier is conducted.

Documentation of the applicants health and safety management system is required. If the applicant is e.g. OHSAS 18001 certified a copy of the certificate can be used as documentation. If a non-certified system is utilized it is required that the applicant describes:

a) the executive policy of the company concerning health and safety management — including name and position of the person who is responsible for the health and safety management in the company,

b) how the company assures that systems, procedures and/or working procedures to follow up on unwanted incidents are monitored,

c) how the company evaluates its health and safety management system,

d) how the company works to improve the working environment,

e) how the company has learned from cases where injunctions has been written out or fines has been received for breaking the health and safety legislation,

f) how the applicant assures that sub-suppliers comply with the health and safety legislation etc.

It is a requirement that your company have 10 or more references, for operating compressors for injection into natural gas grids since 2009.

The dates shown in Act No. 492 of 12.5.2010 concerning the enforcement of procurement rules, etc.

Complaints about the provision of a framework agreement must be submitted within 12 months after the originator has signed the Framework Agreement from the day after the day on which the customer has notified the affected candidates and tenderers.

While a complaint lodged with the Complaints Board for Public Procurement, the appellant shall in writing inform the customer that the complaint lodged with the Complaints Board for Public Procurement, and whether the complaint is lodged in the standstill period.

In cases where the complaint is not filed during the standstill period the appellant shall also indicate whether an appeal is requested delaying effect.
