1. The tender language is English and tenders shall be delivered in English and the framework agreement will be in English. However, Rejseplanen may accept existing preprinted documents and material in Danish and regarding sections III.2.1), III.2.2) and III.2.3): preprinted material (e.g., financial accounts) may also be submitted in Danish, Swedish and Norwegian.
At the contact point described in Annex A, it is possible to request a template (guideline/checklist) to be used for the request for pre-qualification which will ensure that all relevant and necessary information is contained in the application.
2. Regarding sections III.2.1), III.2.2) and III.2.3): In order to be taken into consideration during the pre-qualification, the applicant must meet the following minimum requirements:
A. Section III.2.1): The insurance must include an indemnity of at least 10 000 000 DKK — for an insurance year.
B. Section III.2.2): The applicant's overall turnover shall be at least 25 000 000 DKK (calculated as an average of the last 3 financial years available) and the turnover within the area concerning the delivery of public transport information systems within the last financial years or the last calendar years shall be at least 10 000 000 DKK calculated as an average of the last 3 financial years available. If the overall turnover is stated in another currency than DKK, Rejseplanen will translate the amount stated to DKK in accordance with the current quotation on www.nationalbanken.dk at the time limit for application for pre-qualification.
C. Moreover, the applicant must have a solvency ratio of minimum 5 % in the most recent financial year ended before the application deadline expires, i.e., solvency ratio = (total equity Value / total value of assets) x 100.
D. Section III.2.3): The applicant shall have as a minimum 1 reference relating to the 1) delivery, implementation, 2) maintenance, and 3) operation of a public transport information system comprising all three elements.
3. Reduction of the number of applicants who fulfil all the minimum requirements in number 2 A-D: If more than 5 applicants meet the minimum requirements in number 2 A-D. Rejseplanen will select 5 candidates who have the best and most relevant references in relation to the tendered framework agreement and the 5 candidates who create the best competitive situation during the tender. When evaluating how the ‘best competitive situation’ is obtained, Rejseplanen will take into consideration that the selected applicants have different company profiles and that there are both larger and smaller companies between the selected applicants. A company is considered smaller if it has a turnover cf. section VI.3), of a maximum of 250 000 000 DKK.
