Exchange of Wayside Train Monitoring System (WTMS) at the Great Belt Link

A/S Storebælt

The existing Wayside Train Monitoring System in Forlev (Korsør) and Hjulby (Nyborg), Denmark, shall be replaced.
The Wayside Train Monitoring System (WTMS) is installed on a double-track railway section at Forlev and Hjulby.
The purpose of the WTMS measurements is to prevent accidents or damage to installations in the Great Belt tunnel by causing trains to stop, where the following dangerous conditions have been noted:
— Superheating of wheel bearing;
— Superheating of wheel.
The Wayside Train Monitoring System shall monitor these conditions on both tracks for trains running in both directions. If one of these conditions are registered, the system shall release detailed alarm information about this to the traffic and technique monitoring centres. Moreover, the WTMS shall release a binary alarm signal to the interlocking system so that the train will be stopped. The system shall Work for trains running in both directions, i.e. towards Korsør and Nyborg.
Further, the WTMS shall register and release detailed data on passing trains, regardless of whether dangerous conditions for the train have been reported or not. These data are registered in a database in the WTMS server and can be accessed on request on the connected operation centre at Storebælt and Banedanmark.
Train traffic is monitored in RFC-Ro, Denmark, and the technical monitoring will take place in the Storebælt control centre.

Betingelser for deltagelse
Økonomisk og finansiel stilling:
Interested parties shall submit the following information/documentation:
Annual accounts for the last three financial years and a declaration on the annual turnover in the 3 Financial years.
Teknisk og faglig kompetence:
Interested parties needs to have competences and experience with installation and maintenance of WTMS.
Interested parties shall supply a maximum five relevant references.
Mindstekrav til niveauet:
At least one of the references has to be from countries with similar climatic properties as in Denmark (temperature, wind, rain, snow).
Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse: A guarantee/deposit of 15 per cent of the contract value will be required.

Payment will be split up into four parts:
— 1st part will be paid when entering into the contract;
— 2nd part will be paid once FAT has been approved;
— 3rd part will be paid once SAT has been approved;
— 4th part will be paid when documentation and the testing period (6 months) has been approved.

According to the Danish Law on Enforcement of the Public Procurement rules etc. The following deadlines for lodging appeals apply:
Complaints about not being pre-qualified must be submitted to the Danish Complaints Board within 20 calendar days. The 20 calender days runs from the day following the day on which the Contracting Entity has notified the interested applicants who have been pre-qualified. However, the time limit only begins, if the notification contains a summary of the relevant reasons for the Contracting Entity's decision.
