Evaluation: Vietnam-Denmark: Transformation of a Partnership

The relationship between Denmark and Vietnam is under transformation. For many years the centrepiece of the partnership was development cooperation. Vietnam was a priority country for Danish development assistance from 1993 to 2015 and for long stretches Denmark was among the top-five bilateral donors engaged in Vietnam providing not only funding but also considerable technical expertise.
Denmark has been an active development partner engaging across the board from support to good governance and the rule of law, to the sectors of fisheries and agriculture, infrastructure, environment, and water. In recent years, focus within development cooperation has increasingly been on private sector development and climate change as the partnership evolved with the fast economic progress in Vietnam and new demands. An initial plan for phasing out of traditional development cooperation by 2015 was developed in 2007 and afterwards adapted into a strategy for the transformation of the partnership. Today, Denmark has strong commercial interests and links to Vietnam in part building on the knowledge and experience gained through development cooperation.
The evaluation has 2 distinct purposes:
1) To document results from the Danish-Vietnamese Partnership, 2000-2015;
2) To establish lessons learned from the transformation of the partnership from aid to trade, 2008-2015.
The evaluation is planned to start in January 2016 with a field visit to Vietnam in February and finalization of the reports in June 2016. A team of 3 experts is envisaged with experience in evaluation of country programmes, including policy initiatives, and linkages to trade and commercial cooperation; and extensive knowledge of the country and the region. To ensure detailed knowledge of the context and contribute to the evaluation capacity in Vietnam, it is expected that 1 expert will be from Vietnam. Furthermore, there will be close involvement of key cooperation partners in the process without jeopardizing the independent work of the Consultant.
As this is an evaluation, companies and individuals who have been involved in the preparation, appraisal and implementation of Danish assistance to Vietnam may not be eligible for this assignment.
Applicants should have experience with complex evaluations, and evaluation of country programmes.
The assignment is expected to amount to no more than 1 500 000 DKK.

If a pre-qualified Tenderer's technical proposal is eligible, their candidate for the team leader position is expected to be invited for an interview. Failure to comply with this will lead to disqualification of the Tenderer. Interview of team leader candidates is expected to take place 15, 16, 17 or 18.12.2015. The candidates may choose to take the interview in Copenhagen or via video conference. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.

As the task to be performed is an evaluation assignment, Candidates whose independence and impartiality of the evaluation may be questioned may be excluded from participating.

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for 1 or more of the reasons listed in Article 45, 1 in the Directive shall be excluded.

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer.

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (Annex B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing:

(a) Annual turnover of the Candidate for the last 3 years.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to technical and professional ability:

(a) List of most relevant project references from the last 3 years;

(b) Technicians or technical bodies;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

(g) Average annual manpower;

(h) Tools/plants etc.;

(i) Subcontracting;

(j) Products supplied.

(a) The applicant must show by way of project references that they have entered or finalized at least 3 relevant contracts in the last 3 years, of these:

— Minimum 1 relevant contract for a related, complex evaluation;

— Minimum 1 relevant contract for evaluation of a country programme.

Kontraktens udførelse

A group of economic operators will be required to enter a joint venture agreement.

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2) and III.2.3) below.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
