Evaluation: Vietnam-Denmark: Transformation of a Partnership
The relationship between Denmark and Vietnam is under transformation. For many years the centrepiece of the partnership was development cooperation. Vietnam was a priority country for Danish development assistance from 1993 to 2015 and for long stretches Denmark was among the top-five bilateral donors engaged in Vietnam providing not only funding but also considerable technical expertise.
Denmark has been an active development partner engaging across the board from support to good governance and the rule of law, to the sectors of fisheries and agriculture, infrastructure, environment, and water. In recent years, focus within development cooperation has increasingly been on private sector development and climate change as the partnership evolved with the fast economic progress in Vietnam and new demands. An initial plan for phasing out of traditional development cooperation by 2015 was developed in 2007 and afterwards adapted into a strategy for the transformation of the partnership. Today, Denmark has strong commercial interests and links to Vietnam in part building on the knowledge and experience gained through development cooperation.
The evaluation has 2 distinct purposes:
1) To document results from the Danish-Vietnamese Partnership, 2000-2015;
2) To establish lessons learned from the transformation of the partnership from aid to trade, 2008-2015.
The evaluation is planned to start in January 2016 with a field visit to Vietnam in February and finalization of the reports in June 2016. A team of 3 experts is envisaged with experience in evaluation of country programmes, including policy initiatives, and linkages to trade and commercial cooperation; and extensive knowledge of the country and the region. To ensure detailed knowledge of the context and contribute to the evaluation capacity in Vietnam, it is expected that 1 expert will be from Vietnam. Furthermore, there will be close involvement of key cooperation partners in the process without jeopardizing the independent work of the Consultant.
As this is an evaluation, companies and individuals who have been involved in the preparation, appraisal and implementation of Danish assistance to Vietnam may not be eligible for this assignment.
Applicants should have experience with complex evaluations, and evaluation of country programmes.
The assignment is expected to amount to no more than 1 500 000 DKK.
