Evaluation of the Danish Neighbourhood Programme 2013-2017

The Danish Ministry of Foreign Affairs is planning to tender a consultancy assignment for the evaluation of the Danish Neighbourhood Programme, which is Denmark's bilateral development programme for EU's neighbouring countries to the east and south-east.
The aim of the Neighbourhood Programme 2013-17 is to contribute to a peaceful and stable Europe with freedom and progress through development of democratic societies with accountable authorities, vibrant civil societies, well-functioning markets and conflict resolution mechanisms across the continent. The Neighbourhood Programme applies a human rights-based approach underpinning efforts to realise social, cultural, economic, political and civil rights.
The evaluation will focus on selected priority countries (2-4) and results under the two objectives of the Strategy for the Danish Neighbourhood Programme:
1) Human rights and democracy, including good governance, conflict resolution and peace-building, gender equality, minority rights, indigenous peoples' rights, as well as strengthening of civil society and independent media; and
2) Sustainable and inclusive economic development, including private sector development aiming at promoting sustainable growth, skills development, job creation, energy efficiency and green technology.
The priorities countries are Albania, Bosnia-Herzegovina, Kosovo, Ukraine, Belarus (assistance is limited to the pillar of Human Rights and Democracy), Moldova and Georgia.
This is the third phase of the Neighbourhood Programme; first phase was launched in 2004. 1 000 000 000 DKK was planned allocated for the Neighbourhood Programme 2013-17 with approximately 200 000 000 DKK a year.
The objective of the evaluation is to document experience, assess results and the wider impact of selected programmes as well as being formative and forward looking.
A new strategy for the next phase of the Neighbourhood Programme is expected to be initiated by the end of 2016.
The evaluation is expected to take place from March 2016 and finalised by October 2016.
Requirements of Candidates applying for PQ:
Experience with evaluations of similar programmes with objectives of ‘human rights and democracy’ or ‘economic development’ in the same region as the Neighbourhood Programme.

Applications not using the standard application form will not be accepted. Candidates for Key Personnel positions may be invited for interviews. Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

As the task to be performed is an evaluation assignment Candidates may be excluded from participation, if their proposed candidates for key-personnel may question the independence and impartiality of the evaluation;

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded;

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer;

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (ANNEX B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing:

(a) Annual turnover of the Candidate.

(a) List of most relevant project references (entered or finalised) from the last 3 years;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

(g) Average annual manpower;

(h) Tools/plants etc.;

(i) Subcontracting;

(j) Products supplied.

A group of economic operators will be required to enter a joint venture agreement;

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
