Evaluation of the Danish Neighbourhood Programme 2013-2017
The Danish Ministry of Foreign Affairs is planning to tender a consultancy assignment for the evaluation of the Danish Neighbourhood Programme, which is Denmark's bilateral development programme for EU's neighbouring countries to the east and south-east.
The aim of the Neighbourhood Programme 2013-17 is to contribute to a peaceful and stable Europe with freedom and progress through development of democratic societies with accountable authorities, vibrant civil societies, well-functioning markets and conflict resolution mechanisms across the continent. The Neighbourhood Programme applies a human rights-based approach underpinning efforts to realise social, cultural, economic, political and civil rights.
The evaluation will focus on selected priority countries (2-4) and results under the two objectives of the Strategy for the Danish Neighbourhood Programme:
1) Human rights and democracy, including good governance, conflict resolution and peace-building, gender equality, minority rights, indigenous peoples' rights, as well as strengthening of civil society and independent media; and
2) Sustainable and inclusive economic development, including private sector development aiming at promoting sustainable growth, skills development, job creation, energy efficiency and green technology.
The priorities countries are Albania, Bosnia-Herzegovina, Kosovo, Ukraine, Belarus (assistance is limited to the pillar of Human Rights and Democracy), Moldova and Georgia.
This is the third phase of the Neighbourhood Programme; first phase was launched in 2004. 1 000 000 000 DKK was planned allocated for the Neighbourhood Programme 2013-17 with approximately 200 000 000 DKK a year.
The objective of the evaluation is to document experience, assess results and the wider impact of selected programmes as well as being formative and forward looking.
A new strategy for the next phase of the Neighbourhood Programme is expected to be initiated by the end of 2016.
The evaluation is expected to take place from March 2016 and finalised by October 2016.
Requirements of Candidates applying for PQ:
Experience with evaluations of similar programmes with objectives of ‘human rights and democracy’ or ‘economic development’ in the same region as the Neighbourhood Programme.
