Evaluation of Danida Energy and Environment Cooperation in South-east Asia

The Danish Ministry of Foreign Affairs is tendering a consultancy assignment for the evaluation of Danida's cooperation regarding specific areas of energy and environmental protection in south-east Asia. The evaluation will focus on Indonesia, Malaysia and Thailand and on specific subsectors of the cooperation including energy planning, energy efficiency in buildings, renewable energy and waste management. Important cross-cutting themes of the evaluation will be engagement of the private sector and the transition of partnership when development cooperation is terminated to commercial and other forms of cooperation.

The environmental cooperation between Indonesia and Denmark was initiated in 2005. The 3

Danish environmental assistance to Malaysia was initiated in 1994 and the 3

The Thai-Danish cooperation on environment and sustainable development was implemented in the period 1994-2009. Key areas of the cooperation in the last phase were urban environmental management, sustainable energy and natural resources management. In both Malaysia and Thailand, a number of projects under the Clean Development Mechanism (CDM) were prepared and initiated.

The evaluation will in Malaysia and Thailand focus on the last phase of support. Most emphasis in the evaluation is envisaged on the programme in Indonesia where the evaluation will be formative and forward looking. For Malaysia and Thailand, the evaluation will focus on documenting experience and assessing sustainability and wider impact of selected areas of the Danish assistance including the transition to commercial cooperation. An ongoing evaluation of the Danish Climate Change Funding to developing countries has included a focus on energy and the experience from Vietnam documented through that process may be included in the evaluation.

Requirements of candidates applying for PQ: Experience with evaluations of programmes within similar themes/sub sectors, preferably in South-east Asia.

In situations where conflict of interest occurs, candidates will be excluded from participation, e.g. any candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.

As the task to be performed is an evaluation assignment, candidates may be excluded from participation if their proposed candidates for key personnel may question the independence and impartiality of the evaluation.

Any candidate who has been the subject of a conviction by final judgment of which the Contracting Authority is aware for 1 or more of the reasons listed in Article 45, 1 in the Directive shall be excluded.

Any candidate may be excluded from participation in a contract, if any of the cases specified in Article 45, 2 apply to that candidate or tenderer.

The candidate, and in the case of the candidate being a joint venture each member and other legal entities shall furthermore sign a Solemn Declaration (Annex B in the application form for expression of interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anticorruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk indemnity insurance equal to the total contract amount or otherwise defined in the tender dossier.
