Burkina Faso has developed a National Programme for Drinking Water and Sanitation (PN-AEPA) 2015, adopted by the Government on December 14, 2006. The programme embodies the approach taken by the government for the achievement of the Millennium Development Goals (MDGs) in the field of Water Supply and Sanitation, WSS. It is the national programme framework for the development of the WSS sector in the next 10 years. It is also part of the National Strategy for Integrated Water Resources Management (IWRM).
Until the end of 2012, WSS in rural Burkina Faso was led by two structures of the Ministry of water: (i) the General Directorate of Water Resources regarding the drinking water component and (ii) the General Directorate of Sanitation, Wastewater and Excreta regarding the sanitation component. Since January 2013, a new Ministry of Water and Sanitation — MEAHA was created, and its 13 decentralized structures at the regional level are the Regional Directorates of Water and Sanitation — DREAHA.
In urban areas, the National Office for Water and Sanitation is responsible for developing the WSS sector as part of its contract with the State and in conjunction with local authorities.
At the regional level the government policy in terms of rural WSS is coordinated by the 13 DREAHA.
As part of the implementation of the Sector Budget Support for the Drinking water and Sanitation Sector, three donors: the European Union, Sweden, and Denmark will provide disbursements for a cumulative amount of about 61.23 billion FCFA, during the period 2010-2015.
In June 2013, the MEAHA and Denmark, Sweden and the EU have agreed to implement the following measures related to the delegated credits part of the Sector Budget Support:
1. Strengthening human resources in the 13 DREAHA to enable them to take responsibility for tendering procedures and entering into contracts with private contractors and for supervision of the works from 2014;
2. Management of all funds by the 13 DREAHA themselves from 2014;
3. Technical audit of works and financial audit of funds for the years 2012, 2013, 2014 and 2015 should be assigned to a group of firms to be recruited and remunerated by the Royal Danish Embassy (the subject of this tender for 2013, 2014 and 2015).
Requirements of applicants applying for pre-qualification:
— Extensive international experience in financial auditing from developed countries (members of OECD);
— Extensive international experience in financial auditing from a Francophone West African country;
— Extensive international experience in technical inspection (or supervision of construction) of rural water supply and sanitation installations in a Francophone West African country.
The references presented in the application form specified in VI.3 must prove that the applicant fulfil all the requirements stated in III.2.3 (a).
