Consultancy Services for Design, Tendering and Supervision of Works according to FIDIC of environment and sustainable energy pilot projects, Indonesia

Indonesia and Denmark are cooperating through an Environmental Support Programme, with the current third programme phase (ESP3) running from 2013 to 2017 (pilot projects to 2018). The overall ESP3 development objective is to support the Government of Indonesia (GoI) in reconciling economic growth with sustainable development through improved environmental management and climate change mitigation and adaptation, fields in which Denmark has substantial experience.
ESP3 is coordinated under the Ministry of National Development Planning, Bappenas, with the Ministry of Environment and Forestry, KLHK, and Ministry of Energy and Mineral Resources, ESDM, as primary implementing partners. A large part of the programme will be implemented in Central Java Province. ESP3 is administered through the National Coordinating Unit (NCU) in Jakarta and the Provincial Coordinating Unit (PCU) in Semarang, Central Java province, in close cooperation with coordinating and implementing partner Focal Points in provincial environment and energy agencies respectively. Overall contract administration will go through the Royal Danish Embassy (RDE) and/or Ministry of Foreign Affairs in Copenhagen (MFA) (contract signing and payment). The RDE and/or MFA are ‘the client’.
Within the framework of ESP3 4-6 environment and sustainable energy pilot projects are envisaged requiring assistance from a qualified engineering entity for design, tendering and supervision of the implementation.
Examples of such pilot projects could be the following:
— Electricity production via gas engine based on gas from landfill;
— Encapsulating land polluted by metal smelting;
— Solar power generation (Solar PV, Diesel back-up and battery storage);
— Treating wastewater from batik textile production;
— Treating wastewater and solids from palm starch production;
— Production of Refuse-derived fuel.
The services by the engineering entity could include:
— Design review;
— Tender design;
— Tender documents for one or more contractors following FIDIC Yellow Book;
— The entire tender process including formation of contract(s) with the successful tender(s);
— Supervision of the implementation as FIDIC Engineer.
The engineering entity shall make available qualified experts in all relevant fields of engineering and project administration.
The working language will be English. Indonesian language shall be mastered for all relevant engineering disciplines.
