Consultancy Services for a Village Level Resilience Programme in Somalia

Ministry of Foreign Affairs of Denmark

Denmark has been supporting a consortium of NGOs providing village resilience programming through a coordinated approach in Somaliland, Puntland and South Central Somalia as well as a UN FAO led programme including FAO, WFP and UNICEF. There are also other organisations implementing resilience programmes in Somalia.
The Village Level Resilience Programme (VLRP) is one of three engagements supporting inclusive economic growth, one of the goals of Denmark's Somalia Country Programme. The two other engagements supporting inclusive economic growth are the Livestock Investment and Vocational Education Programme and the Promoting Inclusive Markets in Somalia. The programme period is from 2015 to 2018.
The objective of VLRP is to increase the resilience of chronically vulnerable people, households, communities and systems in targeted pastoral, agro-pastoral and peri-urban livelihood zones. VLRP will support village level resilience in Somalia by working at the community and household level to scale up existing coping mechanisms and resilience strategies, as well as augment household assets.
The VLRP will support sustained poverty reduction in rural areas of Somalia, undertaken directly in areas where the government is unlikely to have the capacity for some time. The activities to be undertaken will support community organisations, basic skills development and village economies. The programme aims at promoting economic growth from bottom-up in local areas where a movement from crisis to sustained development is possible. This will shift Denmark's humanitarian work into longer-term programming and purposes. The programme will build resilience to shocks in terms of floods, droughts, diseases and conflict programming innovations. It is anticipated that at least 6 districts will be covered by VLRP, inclusive of the current 3 districts.
Danida intends to contract an entity that will provide village level resilience programming in Somalia. Among others the entity can be from International NGOs, consulting firms, UN agencies, and local organisations, separately or in combination. The entity should be able to demonstrate a track record of working with the communities in which the VRLP will be implemented.

No restrictions on nationality;

In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded;

Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer;

One reference may cover more than 1 of the above, but at least 2 references must be from Somalia.

(e) Management has relevant technical and management experience;

A group of economic operators will be required to enter a joint venture agreement;

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
