Consultancy Services for a Village Level Resilience Programme in Somalia
Denmark has been supporting a consortium of NGOs providing village resilience programming through a coordinated approach in Somaliland, Puntland and South Central Somalia as well as a UN FAO led programme including FAO, WFP and UNICEF. There are also other organisations implementing resilience programmes in Somalia.
The Village Level Resilience Programme (VLRP) is one of three engagements supporting inclusive economic growth, one of the goals of Denmark's Somalia Country Programme. The two other engagements supporting inclusive economic growth are the Livestock Investment and Vocational Education Programme and the Promoting Inclusive Markets in Somalia. The programme period is from 2015 to 2018.
The objective of VLRP is to increase the resilience of chronically vulnerable people, households, communities and systems in targeted pastoral, agro-pastoral and peri-urban livelihood zones. VLRP will support village level resilience in Somalia by working at the community and household level to scale up existing coping mechanisms and resilience strategies, as well as augment household assets.
The VLRP will support sustained poverty reduction in rural areas of Somalia, undertaken directly in areas where the government is unlikely to have the capacity for some time. The activities to be undertaken will support community organisations, basic skills development and village economies. The programme aims at promoting economic growth from bottom-up in local areas where a movement from crisis to sustained development is possible. This will shift Denmark's humanitarian work into longer-term programming and purposes. The programme will build resilience to shocks in terms of floods, droughts, diseases and conflict programming innovations. The current three districts, Dolow, Luuq and Belethawa, as well as one additional district, will be covered by VLRP.
Danida intends to contract an entity that will provide village level resilience programming in Somalia. Among others the entity can be from International NGOs, consulting firms, UN agencies, and local organisations, separately or in combination. The entity should be able to demonstrate a track record of working with the communities in which the VRLP will be implemented.
