Consultancy on support to energy efficiency and sustainable energy in Georgia

The programme ‘Support to Energy Efficiency and Sustainable Energy in Georgia’ consists of 2 development engagements of which the first is covered by the present tender. The overall objective of the programme is to strengthen energy efficiency and sustainable energy, including reforms in the field of energy outlined in the EU-Georgian Association Agreement.
The tendered development engagement is based on a government-to-government cooperation agreement between the Georgian Ministry of Energy and the Danish Ministry of Foreign Affairs. The Danish Ministry of Foreign Affairs will sign a contract with an International Consultancy Company for the implementation of the engagement in cooperation with the Georgian recipient partner.
17 800 000 DKK is allocated for the engagement (of which 0.8 million is fixed amount as contingencies), entailing
1) TA and support to national authorities in the final formulation and expected implementation of the New National Energy Efficiency Building Code including support to introduction of minimum energy efficiency requirements in public buildings in Georgia;
2) Legislation on Labelling of energy related products and its delegated acts;
3) Methodology for monitoring and reporting, which is compliant with national and EU standards and
4) National grid code regulation and standards that enable electricity from renewable energy sources (particularly wind energy) to feed into the national power grid. While the Georgian Ministry of Energy has the overall strategic and coordinating responsibility, component 1 and 2 of the engagement will be implemented by the Ministry of Economy and Sustainable Development of Georgia as the responsible authority and component 3 and 4 will be implemented by the Georgian National Energy and Water Regulatory Commission as the responsible authority.
The second Development Engagement (not covered in the tender) will be implemented by NEFCO and focuses on demonstration of energy efficient building design in practice.
Requirements of Candidates applying for PQ:
Experience with implementation of energy efficiency and sustainable energy sector programmes/projects in the region covered by the Danish Neighbourhood Programme.
