Kort beskrivelse:

The Support Programme for Economic Growth and Employment Promotion stimulated by the Private Sector of Mali (PACEPEP) is the 2

PACEPEP is working with 5 partners, who manages the Danida fund. Among these 5, 4 must be audited by the consultant. Each partner has its management procedure. The consultant will have to travel to Sekou (230 km from Bamako) to audit 1 of the partners who is based there. All others partners are based in Bamako.

The assignment for audit of the grants program for 2014, 2015, 2016. An option for audit for 2017 and 2018 will also be included. The audit will also include an unannounced audit in 2016. The audit shall be conducted in accordance with generally accepted international standards (ISA Standards, International Standards on Auditing, IFAC) and DANIDA guidelines.

The purpose of the audits is to confirm that the programme funds have been used for the intended purposes and in an efficient and economical manner in line with the financing covenants between Danida and the Malian Government and between Danida and the partner concerned.

DANIDA Business Contracts and the Danish Embassy in Bamako now wishes to tender and award the contract for the auditing services.

Requirements of candidates applying for PQ:

— Extensive international experience with similar external programme audits,

— International experience with assignment in subSahara region,

— Extensive international experience in audit of public and private fund.

In situations where conflict of interest occurs, candidates will be excluded from participation, e.g. any candidate (if a joint venture, any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.

Any Candidate who has been the subject of a conviction by final judgment of which the Contracting Authority is aware for 1 or more of the reasons listed in Article 45, 1 in the Directive shall be excluded.

Any Candidate may be excluded from participation in a contract, if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer.

The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (Annex B in the application form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

a) List of most relevant project references from the last 3 years,

d) Capacities for production, studies and/or research,

e) Education and professional qualifications,

f) Environmental management measures,

g) Average annual manpower,

h) Tools/plants, etc.

i) Subcontracting,

Mindstekrav til niveauet:

— Minimum 1 relevant project reference including international experience in audit of public and private fund, and

Kontraktens udførelse

A group of economic operators will be required to enter a joint venture agreement.

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2) and III.2.3) below.

Andre særlige vilkår:

The Consultant will be required to perform the services in compliance with the Danida Anti-Corruption Code of Conduct and the principles of the UN Global Compact.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
