Support to projects for recapitalisation and reconstruction of the means of production for economic recovery of the populations affected by the crises in the Timbuktu and Gao regions of Mali

The economic, social and political crises and the armed attacks combined with the events the 22.3.2012 had a negative impact on Mali’s development and a significant impact in the North of the country.
The economic structure was significantly damaged in the Northern regions of Mali with the loss of equipment and work tools in the majority of the companies, particularly in the areas of building and public works, agriculture, tourism, commerce and handicrafts. All the companies were seriously affected by this situation and the return towards a relatively normal situation has led to a slow recovery of the economic activities.
Desiring to assist in the economic recovery in the regions of North Mali, the Royal Danish Embassy envisages a specific support to the populations most concerned by the conflict and in particular towards the formal and informal sectors, associations and cooperatives in the agricultural and non-agricultural sectors.
The implementation of this support requires recruiting a structure to undertake the technical work and the administration of the funds to support the small and medium enterprises (SME), the associations and the cooperatives.

The purpose of the interview is to verify the information given in the Curriculum Vitae of the Key Personnel in relation to the criteria for evaluation and the profile of the Key Personnel as specified in the Terms of Reference. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.
If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
