Support to media in Pakistan

In Pakistan, Denmark will support the professionalization and strengthening of media in a two-year period between 2015 and 2016 with a maximum budget of 20 million DKK.
The support will strengthen the professional capacity of the country's media, especially in the provinces.
Overall, two key themes are prioritized for programmatic intervention.
They are:
1. Support capacity building of media professionals so that the quality of coverage of relevant news improves (print, radio, television, and to an extent online media).
This capacity building spans content, skills and safety of media professionals (including physical and digital safety of those reporting on ethnic conflict, sectarian violence, religious tensions and fractured politics of Pakistan). The Programme will meet international standards, while being responsive to real needs and priorities on the ground.
2. Supporting the improvement of the legal and regulatory framework for media, and strengthening of professional codes of ethics, in accordance with international norms, but also relevant to the local context.
There is an urgent need to forge alliances amongst various media stakeholders in the country so as to come to an agreement on framework, application and adoption of regulatory codes and ethics.
The program design is based on an assessment of the role media plays in the current socioeconomic and political context, an assessment of the role media can play in the prevention of ethnic and political violence and in the promotion of democracy and human rights in the region.
The contract is for an implementing entity that will be responsible for overall programme implementation, including the technical quality of the programme and the preparation, implementation, and monitoring of support provided to a number of implementing partners.
This support will be provided through a fund mechanism, and the implementing entity will be responsible for the set-up and administration of the fund.
The partner selection will take place during the inception phase.
The programme is part of the Danish development cooperation with Pakistan.
Some of the experts needed, will be required to be fluent in Urdu.

Any legal entity may only submit one application. The applications shall be submitted using the standard application form available under “Contract Documents” on www.danidacontracts.um.dk. Please download current version. Applications not using the standard application form will not be accepted. Candidates for key personnel positions may be invited for interviews. Failure to comply with this will lead to disqualification of the tenderer. A candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. Such entities, for instance the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in the contract notice. The client opposes exclusive agreements with local sub-consultants, be they organisations or individuals.

No restrictions on nationality;

In situations where conflict of interest occurs, candidates will be excluded from participation, e.g. any candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

Any candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the directive shall be excluded;

Any candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that candidate or tenderer;

The candidate, and in the case of the candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (ANNEX B in the application form for expression of interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the directive applies to any of the legal entities making this application.

Økonomisk og finansiel stilling:

(a) Annual turnover of the candidate.

If the candidate is a joint venture, the application shall list the annual turnover for the three most recent accounting years for each member of the joint venture.

Mindstekrav til niveauet:

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability.

(a) Annual turnover of DKK 15 million each year for the last three accounting years.

Teknisk og faglig kompetence:

(a) List of most relevant project references from the last three years;

(b) Technicians or technical bodies;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

(g) Average annual manpower;

(h) Tools/plants etc.;

(i) Subcontracting;

(j) Products supplied.

(a) The applicant must show by way of project references that they during the last three years have entered or finalized contracts covering the following:

— 1 contract regarding similar services

— 1 contract from Pakistan

One project reference may cover more than one requirement.

(e) Management has relevant technical and management experience;

(f) Not applicable, unless otherwise required;

(g) List of average manpower divided on Management staff and other staff. Minimum those required for the assignment;

Kontraktens udførelse

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a professional risk indemnity insurance equal to the total contract amount or as otherwise defined in the tender dossier.

A group of economic operators will be required to enter a joint venture agreement;

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;

Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below;

If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.

Andre særlige vilkår:

The consultant will be required to perform the services in compliance with the Danida anti-corruption code of conduct and the principles of the UN Global Compact.
