SKV40 wood chips — LV switchgear

DONG Energy Thermal Power A/S

Dong Energy Thermal Power is planning to implement district heating production based on biofuels through erection of two wood-chip boilers, providing steam for existing steam turbine and/or stand alone district heating condenser. Two boilers as an add-on the existing gas fired plant, Skærbækverket. The new biomass fired boilers shall deliver up to 320 MW heat to the district heating system. The new boiler plant shall have a capacity of maximum 280 MW and the remaining heat shall be provided by flue gas condensers.
Low voltage switchgear.
It is DONG Energy Thermal Power's intention to enter into a contract for the engineering, delivery, transport, installation, commissioning and performance responsibility for low voltage switchgear based on Functional Specifications . DONG Energy Thermal Power will elaborate technical and functional requirements to be included in the Tender Material and also set up requirements for guarantees and performance.
The add-on plant shall be equipped with new main distribution of low voltage switchgear.
New main distribution of low voltage switchgear will feed each of the different contractors sub-distributions at one or more points, such as boiler and bag house.
New main distribution of low voltage will be separated from the different contractors sub-distributions, which will be placed in near vicinity to their Works. New main distribution of low voltage is planned to be placed in an electrical building at/in the boiler house.
The final design of the new main distribution of low voltage is not set. Alternative solutions regarding the interface of the new main distribution of low voltage are investigated, involving the following (switchgear/incomer/feeder):
— Main distribution at 0,69kV (>2 swgr/incomer > 2000A/5-6 outlets);
— Main distribution at 0,4kV, normal (>2 swgr/incomer > 3200A/6-8 outlets);
— Main distribution at 0,4kV, standby (>1 swgr/incomer > 2500A/8-10 outlets);
— Main distribution at 0,4kV, emerg (UPS, redundant)(>2 swgr/incomer > 320A/6-8 outlets).
The following values are valid for the main distribution of low voltage switchgear grid, with earthing system TN-S:
— Operating Low Voltage 3-phase, 50Hz 690 VAC and 400/230 VAC;
— Operating Control Voltage 230 VAC/50Hz;
— Inverter feed 3-phase, 50Hz 400/230 VAC.
Prospective short current levels for the new main distribution of low voltage switchgear are Ik > 50 kA.
Electrical operating rooms will be arranged with measures to control the environment and switchgear rooms will be fitted with installation floor

Upon written request to the contact person of the Contracting Entity a Letter of Support will be forwarded. The Contracting Entity reserves the right - subject to the principles of equal treatment and transparency — to request a Candidate to submit missing or insufficient information according to section III.2.1), III.2.2), and III.2.3) or, if applicable, to use information already in the Contracting entity's possession; or obtain such information provided it is publicly available. However the Contracting entity is not obliged to do so. A maximum of 7 candidates will be pre-qualified for the tender procedure. If the number of Candidates applying for pre-qualification exceeds 5-7 the Contracting entity will perform the pre-qualification on the basis of the information given by each candidate on the following: — the assessment of the Candidates economic and financial standing; — the Candidates reference list; — the Candidates description of the Quality, Health, Safety and Environment management systems; — the Candidates description of the the ability to deliver service and maintenance. Award of contract will be subject to approval by the Board and a positive Final Investment Decision.

The Candidate shall submit a description of ownership and corporate structure. If the Candidate is a subsidiary the Candidate shall submit the name of the highest possible group parent — being and entity directly or indirectly controlling more than 50 % of the Candidate. It the Candidate is a consortium the information shall be submitted for each of the members of the consortium.

Økonomisk og finansiel stilling:

The Candidate shall submit Annual Accounts (including the accountants opinion) for the previous 2 (two) years if possible. The latest Annual Account containing the previous year will be accepted. If the Candidate is a newly established entity and therefore cannot provide 2 years of Annual Accounts the Candidate will have to submit its latest Annual Account or opening Balance.

The Candidate must have a financial strength proportionate to the magnitude of the contract in order to ensure proper performance. The assessment of the Candidate’s financial strength will primarily be based on the following:

— Equity,

— Solvency ratio,

— EBIT,

— Liquidity ratio.

The Candidate is encouraged to have the financially strongest possible parent or associated company sign the Letter or Support stating that they will issue a Parent Company Guarantee/Performance Guarantee at a later stage.

If such a Letter of Support is signed, the Contracting Entity will base his economic and financial assessment of the Candidate on the supporting entity as well. If the Candidate wishes to improve his economic and financial assessment by submitting a Letter of Support, an authorized signatory from the supporting legal entity will have to sign the Letter of Support. If a Letter of Support is submitted the assessment of the economic and financial standing of the Candidate will be based on the information about both entities. In such case the annual accounts of the other legal entity for the previous 2 (two) years should be submitted. If the other legal entity is a parent company to the Candidate it is possible to submit consolidated accounts in stead of Annual Accounts.

If the Candidate is part of a profit sharing agreement with another legal entity, cf. for example Germany's Ergebnisabführungsvertrag or the Dutch Civil Code article 2:403 (a ‘403 statement’) or equivalent legal arrangement, the evaluation of the Candidates financial standing will be based on the financial information from both entities participating in the arrangement. In such case the annual accounts of the other legal entity for the previous 2 (two) years should be submitted. The Candidate is encouraged to explicitly mention the profit sharing arrangement in his application. If the Candidate is a consortium the information shall be submitted for each of the members of the consortium.

Teknisk og faglig kompetence:

The Candidate shall have the necessary technical capacity for the supply and installation of low voltage switchgear.

The Candidate shall within the last 5 years have executed similar contracts with respect to low voltage switchgear refurbishment or installation of low voltage switchgear.

To document his technical capacity the Candidate shall submit:

A. A reference list including specified similar works that the Candidate has executed within the last 5 years. The list of references should preferably include the following relevant information: name of the project, owner, contract price, and period of execution. In addition information regarding the scope of supply and contractors or sub-contractors role in the project should be listed. The list should not include more than 15 references. It will be considered positive if the references include installation of low voltage switchgear.

B. A complete description of the Candidates Quality, Health, Safety and Environmental management systems, including whether the Quality, Health, Safety and Environmental management systems are certified according to eg. ISO9001:2008, OHSAS18001 or ISO140001 or equivalent.

If the Candidate is certified according to ISO9001:2008, OHSAS18001 or ISO14001 or equivalent, a copy of the certificate will be considered a complete description.

If the Candidate is not certified, the contracting entity encourages the Candidate to submit a complete version of its QHSE management systems.

It will be considered positive if the Candidate is certified according to ISO9001:2008, ISO14001 and/or OHSAS 18001 or equivalent.

If the Candidate relies on the capacity, references or systems of a sub-contractor, the Candidate should document that the resources/capacity of the subcontractor will be available to the Candidate. A signed statement from the sub-contractor stating that the relevant resources will be made available to the Candidate during the contract with Dong Energy Thermal Power A/S will for example be considered sufficient documentation.

C. Documentation of the Candidates ability to deliver support and maintenance hereby the Candidates ability to deliver the necessary spare parts.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:

The Contracting Entity reserves the right to demand a Performance Security comprising an on demand.

Performance Bond of 15 % of the Contract Value issued by a bank or insurance company with a minimum rating of BBB+/Baa1 (S&P/Moodys).

Complaints about not having been pre-qualified must be filed within 20 calendar days from the day after the day when the Contracting Entity has notified the applicants in question about the result of the pre-qualification provided that the notification contains a short statement of relevant reasoning behind the decision.
