SKV40 Wood Chips - feed water tank

Introduction:
DONG Energy Thermal Power is planning to implement district heating production based on biofuels through erection of a number of wood-chip boilers, providing steam for existing steam turbine and/or stand alone district heating condenser. Two to four boilers are envisaged as an add-on to the existing gas fired plant, Skærbækværket. The new biomass fired boilers shall deliver up to 320 MW heat to the district heating system. It is envisaged that the new boiler plant shall have a capacity of maximum 280 MW and the remaining 40 MW will be provided by flue gas condensers.
Feed water tank with deaerator:
The new bio fuel boilers will be equipped with 1 (one) new feed water tank with an approximate volume of 135 m³. The feed water tank shall be supplied with a deaerator and heated by the auxiliary steam system. The working temperatur in the feed water tank will be approximately 130-140 deg. celcius.
The feed water tank shall be supplied complete with the necessary pipe connections and measuring sockets. Insulation and surface covering shall not be included. Tank, deaerator, and sockets must be prepared for attachment of insulation and aluminium plates. Fittings are not included in the delivery.
The steel frame of the feed water tank including all necessary platforms and stairs shall be part of the delivery.
The delivery shall include design, manufacturing, delivery and erection of the feed water tank and steel frame. Documentation necessary for the safe operation and maintenance is included in the delivery.

The Contracting entity reserves the right - subject to the principles of equal treatment and transparency - to request a Candidate to submit missing or insufficient information according to section III 2.1), III2.2., and III 2.3) or, if applicable, to use information already in the Contracting entity's possession; or obtain such information provided it is publicly available. However the Contracting entity is no obliged to do so. The Candidate shall submit a description of ownership and corporate structure. It the Candidate is a subsidiary, the Candidate shall submit the name of the highest possible group parent - being an entity directly or indirectly controlling more than 50 % of the Candidate.

If the Candidate is a consortium the information shall be submitted for each of the members of the consortium.

Økonomisk og finansiel stilling:

The Candidate shall submit Annual accounts (including the accountants opinion) for the previous 2 (two) years is possible. The latest Annual Account containing the previous year will be accepted. If the Candidateis is a newly established entity and therefore cannot provide 2 years of Annual Accounts the Candidate will have to submit its latest Annuale Account or opening Balance. The assessment regarding the Candidates economic and financial standing will be based upon the below mentioned cirterias:

— Equity;

— Solvency ratio;

— EBIT margin;

— Liquidity Ratio;

— Cash flow from Operation.

The Candidate is encouraged to have the financially strongest possible parent or associated company sign the Letter of Support stating that they will issue a Parent Company Guarantee/Performance Guarantee at a later stage.

If such a Letter of Support is signed, the Contracting entity will base his economic and financial assessment of the Candidate on the supporting entity as well. If the Candidate wishes to improve his economic and financial assessment by submitting a Letter of Support, an authorized signatory from the supporting legal entity will have to sign the Letter of Support. If a Letter of Support is submittedthe assessment of the economic and financial standing of the Candidate will be based on the information about both entities. In such case the annual accounts of the other legal entity for the precvious 2 (two) year should be submitted. If the other legal entity is a parent company to the Candidate it is possible to submit consolidated accounts in stead of Annual Accounts.

If the Candidate is a consortium the information shall be submitted for each of the members of the consortium.

Teknisk og faglig kompetence:

The Candidate shall have the necessary technical capacity for completion of the works.

The Candidate shall within the last 5 years have executed 5 similar contracts. To document his technical capacity the Candidate shall submit.

A. A refernce list including specified similar works that the Candidate has executed within the last 5 years. The list of references should preferably include the following relevant information: Name of the project, Owner, Contract Price, Period of execution.

In addition information regarding the scope of works and contractors or sub-contractors role in the project should be listed. The list shall include a minimum of 5 references.

B. Documentation that the Candidate has implemented a quality and environmental management system corresponding to the principles in ISO9001 and ISO14001.

C. Documentation that the Candidate has implemented a health and safety management system corresponding to the principles in OHSAS18001.

It the Candidate relies on the capacity, references or systems of a sub-contractor, the Candidate should document that eht resources/capacity of the sub-contractor will be available to the Candidate. A signed statement from the sub-contractor stating that the relevant resources will be made available to the Candidate during the contract with DONG Energy Thermal Power A/S will for example be considered sufficient documentation.

Krav om deponering og sikkerhedsstillelse:

The Contracting Entity reserves the right to demand a Performance Security comprising an on demand Performance bond of 10% of the Contract Value issued by a bank or insurrance company with a minimum rating of BBB+/Baa1 (S&P/Moodys).

Complaints about not having been prequalified must be filed within 20 (twenty) calendar days from the day after the day when the Contracting Entity has notified the applicants in question about the result of the prequalification provided that the notification contains a short statement of relevant reasoning behind the decision.
