Fund Manager for Civil Society Fund - Sustainable Forest Management and Climate Change Programme in Bolivia

The services to be provided under this contract fall under Danida's Programme for Integrated and Sustainable Forest Management and Climate Change in Bolivia.
A Fund Manager will be responsible for the administration of a fund of approximately 25-30 million DKK over a period of up to 4.5 years. The contract is for three years with an option for an additional 1.5 years. The maximum budget for the contract (including the option) is DKK 4.8 million.
The Fund Manager will be responsible for the administration and management of grants to support 5 CSOs or consortia of CSOs working with integrated and sustainable forest management. Four of these will operate in different parts of the Amazonian region, while the fifth one will work at national level to support the development, and harmonization of government policies for integrated and sustainable forest management.
The Fund Manager will be responsible for finalizing procedures for grant applications and calls for applications. S/he will also need to develop rules of procedure for the Component's Steering Committee. In addition, the Fund Manager will finalize criteria for the selection of the five CSOs and develop a framework and outcome monitoring system for each of the five CSOs/consortia of CSOs. The Fund Manager will also be responsible for conducting the monitoring and evaluation of each of the supported initiatives, and ensure awareness raising among the public through the dissemination of results and lessons learned.
The working language will be Spanish.
The contract is expected to commence at the beginning of July 2014.
Please note that if the winning bid is an entity established outside of Bolivia and has no presence in Bolivia, Bolivian law requires that it must register a branch or a local company immediately after commencement of the Agreement.

Failure to comply with this will lead to disqualification of the Tenderer. The Client opposes exclusive agreements with sub-consultants, be they organisations or individuals. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition;

(a) An annual turnover of DKK 5.4 million for the last three accounting years.

(b) Technicians or technical bodies;

(d) Capacities for production, studies, and/or research;

(e) Education and professional qualifications;

(f) Environmental management measures;

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or as otherwise defined in the tender dossier.
