Framework Agreement — Inflatable Tents

The Danish Emergency Management Agency (DEMA) is calling for tender on framework agreement regarding Inflatable Tents. The tender conditions specify terms and guidelines for these.
The Danish Emergency Management Agency will make a draft on the framework agreement of at least 15 inflatable tents in the first half of 2015.
The items will primarily be used in connection with Buyer's international relief activities.
Therefore, DEMA will use the tents for a wide range of purposes, including sleeping quarters, storage facilities, shower rooms etc. It is expected that the tents will be set up in diverse climates in most corners of the world and, thus, will be exposed to direct sunlight, snow load, Arctic climate, high winds and other, similar weather conditions. It is also expected that the tents will be set up for long periods of time, several times and in several different geographical locations.
The Danish Emergency Management Agency is responsible for and will implement the tender process on behalf of all customers and is the contracting authority.
The Danish Emergency Management Agency and all other authorities under the Danish Ministry of Defence may place orders via the framework agreements.
The Danish municipal fire and rescue services, which have confirmed to the Danish Emergency Management Agency that they wish to place orders via the framework agreements tendered by the Danish Emergency Management Agency, are original parties to the framework agreement and are permitted to order via this framework agreement. The municipal fire and rescue services that have confirmed that they wish to be customers are listed in appendix 3. Customers will have to place orders independently via the agreement.

Complaints not to have been pre-qualified must be filed with Klagenævnet for Udbud (The Danish Complaints Board for Public Procurement) within 20 days from the day after the contracting authority's notice of who has been pre-qualified.
Other complaints must be filed with Klagenævnet for Udbud within 45 days from the day after the contracting authority has published a notice in The Official Journal of the European Union that the contracting authority has entered the contract.
At the same time as the complaint is filed with Klagenævnet for Udbud,
a fee of 20 000 DKK is payable.
the complainant must send or e-mail a copy of the complaint, including enclosures, to the contracting authority. The complainant must send a copy of the notification to Klagenævnet for Udbud.
The contracting authority must observe a standstill period of 10 calendar days as of the day after the day when the contracting authority has notified the tenderers of the award of the contract. If the complaint is received by Klagenævnet for Udbud by the end of the standstill period, the complaint has automatically temporary delaying effect until Klagenævnet for Udbud has decided whether the complaint shall have delaying effect.
