This procurement process covers the ‘Geotechnical Verification Investigations 2015’ for the Fehmarnbelt fixed link. The Geotechnical Verification Investigations 2015 constitutes an element in the ongoing geotechnical investigations for Design and Construction.
The marine operations are scheduled for the summer months, April through September 2015.
The scope of works for the Geotechnical Verification Investigations 2015 will encompass:
— Detailed planning, including establishment of a QHSE-plan and participation in authorities approvals
— Marine operations, i.e. shallow water platforms (3-10 m water depth), crew change and transport vessels, tugs, etc.
— Borings for sampling and CPT measurements. Some 84 marine borings to 10-40 m below seabed with the purpose of achieving high quality sampling (1.5 m) alternating with (1.5 m) CPT. CPT and sampling may be performed in separate boreholes.The borings shall be performed by applying shell & auger technique and sampling in non-coreable strata and high quality continuous wire line triple barrel coring in coreable strata, yielding minimum 100 mm cores. The CPT-technique to be applied may either be down-the-hole CPT with a stroke of 1.5 m with subsequent clean-out boring and a thrust of the minimum 80 kN or CPT pushed from the deck with a thrust of 100 kN.
— Bore hole pumping tests in selected bore holes
— Geological description and classification as well as core photos of the entire core samples
— Extraction of part samples for laboratory classification testing
— Performance of laboratory classification testing.
— Extraction and conservation of part samples for subsequent advanced laboratory testing by others
— Factual reporting of the findings in the form of GDRs, i.e. Geotechnical Data Reports, including descriptions of the works, boring profiles, geological evaluations, field and laboratory testing results, etc.
— Throughout the investigations, the Client's Geo Database system must be applied, enabling preparation of CPT and boring profiles as well as handling of laboratory data.

The contract is subject to the assent of the Danish parliament to a construction act for the Project (currently expected in Spring 2015). 3. The purpose of performing the geotechnical investigations is to confirm, or adjust as the case may be, the anticipated geotechnical parameters and or the geology in specific near shore marine areas. These parameters and the geology are primarily needed in the early phases of the design (performed by a contractor) of the retaining dikes being part of the Scope of Works of one of the major civil works contracts (TDR, TPR, TUN, TUS), and for understanding the ground conditions better in these areas where interfaces between contracts are typically placed. During the performance of the geotechnical investigations, the selected contractor will obtain a detailed knowledge about the geotechnical conditions and the geology in the mentioned areas. Should the contractor for these geotechnical investigations also be a tenderer or member of a consortium being tenderer on one of the major civil works contracts now being under-way in the bidding processes, and should the time sequence for various reasons happen to be so that the results of the geotechnical investigations cannot or will not be reported to all tenderers before finalizing the bid processes, Femern A/S may not be able to ensure equal bidding conditions in the final stages for these civil works contracts. Should such a situation occur, Femern A/S may have to correct the issue by declaring the affected tenderer for the civil works contract disqualified. Therefore, any potential applicant for this contract should carefully access the risks involved should such an applicant for the said reasons be considered disqualified in relation to the bidding process for one or more of the four civil works contracts. 4. The candidate shall submit the following:

A) A statement of the candidate's overall turnover, total assets and equity (net assets) for the last three financial years available (depending on the date on which the candidate was set up or started trading).
B) If the candidate relies on the financial capacities of other entities (e.g. parent companies or subcontractors) in the application, the candidate shall provide relevant evidence that he will have at its disposal the resources necessary for the performance of the contract, e.g. by producing an undertaking by those entities to that effect. Each of these other entities should also submit the solemn declaration requested in section III.2.1(D) and the financial information requested in section III.2.2(A) — the lack of such information will not make the application non-compliant, but may have a negative impact on the assessment of the application.

A) A list of assignments carried out over the past five years, covering works which are comparable to the subject matter of the contract (i.e. marine soil investigations for major infrastructure projects). For each assignment the following information shall be included: brief descriptions of the works carried out, contract value, execution period, client name, and whether the client was public or private. If the candidate is a consortium, joint venture or partnership, the list should clearly state the identity of the member(s) that have carried out each individual assignment).

B) General description of the quality control system and QHSE-plans proposed to be used by the candidate for the performance of the contract, including his measures for ensuring adherence hereto.
C) Statement of the tools, plants and technical equipment (including platforms and vessels) available for the performance of the contract, including a brief description of their suitability for carrying out the requested works.
D) If the candidate relies on the technical capacities of other entities (e.g. subcontractors or parent companies) in the application, the candidate shall provide relevant evidence that he will have at its disposal the resources necessary for the performance of the contract, e.g. by producing an undertaking by those entities to that effect. Complaints shall be submitted to Klagenævnet for Udbud according to Act No. 492 of 12.5.2010 as amended ('Håndhævelsesloven'). Complaints regarding the pre-qualification of applicants shall be submitted no later than 20 days from the date following the date on which the contracting authority notifies the applicants of the results of the pre-qualification in accordance with section 7(1) of Håndhævelsesloven. Other complaints shall be submitted no later than 45 days from the date following the date on which the contract award notice is published in the Official Journal of the European Union according to section 7(2) of Håndhævelsesloven.
