Evaluation of Danida Support to Value Chain Development

The Danish Ministry of Foreign Affairs is planning to tender a consultancy assignment for the Evaluation of Danida Support to Value Chain Development.
Within the framework of Danida' support to agriculture, fisheries and broader business sector development, value chain development approaches (or approche filière) were introduced from around 2003. With the emergence of Danida Growth and Employment Programmes (and later Danida Green Growth Programmes), the value chain approach was mainstreamed as a component in most bilateral agriculture and private sector activities. This also included private sector support under the Danida Neighbourhood Programme in Eastern Europe as well as the regional programmes in Central America and East Africa. Today, Danida is supporting value chain development in approximately 15 countries.
In the Danida Development Strategy from May 2010 growth and employment becomes one of four main pillars of Danish Development Cooperation and the value chain approach becomes official strategy. This is subsequently elaborated in the Strategic Framework for Growth and Employment (2011), where it is emphasised that Danida should focus support in specific areas of constraints in the selected value chains. Value creation in relation to agriculture and other uses of natural resources constitute the large majority of Danida supported value chains.
The evaluation of Danida support to value chain development should be undertaken from January 2014 to November 2015. A team of 3-4 international consultants and 2-3 country specialists are envisaged.
The purpose of the evaluation will be to assess Danida support to value chain development, systematise lessons learned and provide recommendations for future Danida support in this area. The evaluation will cover Danida bilateral support to value chain development over the period 2003-2013. The evaluation work will include establishing an overview of the approaches used and the documented results of the entire portfolio. A field based assessment of the results of support to value chain development will be required in 2-3 countries, one of which is likely to be a French-speaking country. Most of the documentation will be available in English, but some of the documentation will only be available in French (Mali, Burkina Faso, Niger, Benin) and some documentation may only be available in Spanish (Bolivia and Central America Programme).
The evaluation outputs include a.o. an inception report, country reports and an evaluation report.
Applicants should have solid experience with complex evaluation work in relation to agriculture and private sector development.

Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. In situations where conflict of interest occurs, Candidates will be excluded from participation, e.g. any Candidate (if a joint venture any of the members) or expert participating in the preparation of a project must be excluded from participation in the tender, unless the involvement does not constitute unfair competition.

As the task to be performed is an evaluation assignment, Candidates whose independence and impartiality of the evaluation may be questioned may therefore be excluded from participating.
Any Candidate who has been the subject of a conviction by final judgment of which the contracting authority is aware for one or more of the reasons listed in Article 45, 1 in the Directive shall be excluded.
Any Candidate may be excluded from participation in a contract if any of the cases specified in Article 45, 2 apply to that Candidate or Tenderer.
The Candidate, and in the case of the Candidate being a joint venture each member and other legal entities, shall furthermore sign a Solemn Declaration (ANNEX B in the Application Form for Expression of Interest) providing sufficient evidence that none of the cases specified in Article 45, 2, (e) and (f) in the Directive applies to any of the legal entities making this application.

If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability.
(a) Annual turnover of the Candidate for the last 3 years.
Mindstekrav til niveauet: (a) An annual turnover of DKK 9 million for each accounting year.
Teknisk og faglig kompetence:
If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability
(a) List of most relevant project references from the last 3 years;
(b) Measures for ensuring quality;
(c) Education and professional qualifications;
(d) Average annual manpower;
(e) Subcontracting.
Mindstekrav til niveauet:
(a) The applicant must show by way of project references that they have entered or finalized at least three relevant contracts in the last three years, of these:
— Minimum 1 relevant contract for a related, large, complex evaluation;
— Minimum 1 relevant contract related to evaluation or monitoring of value chain support, agriculture or private sector programmes.
(b) An EN ISO 9001 certification or similar, or an acceptable operating quality assurance and management system.
(c) Management has relevant technical and management experience.
(d) List of average manpower divided on Management staff and other staff. Minimum those required for the assignment.
(e) The major part of the services must be rendered by the Tenderer.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or as otherwise defined in the tender dossier.

A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.
If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
Andre særlige vilkår:
The Consultant will be required to perform the services in compliance with the Danida Anti-corruption Code of Conduct and the principles of the UN Global Compact.
