The applicant must require the Appendix A and B by sending an e-mail to tlc@horstmann.dk. The applications of pre-qualification and the required material must be sent to and received by tlc@horstmann.dk at the time stated. Applications received after that time or application that does not fulfill the requirements given will not be taken into consideration. There will be appointed 5 applicant or fewer. If more than 5 applicant fulfill the requirements given a selection between the applicant will be made based on 1. the list of relevant references with regard to land drilling references and 2. an assessment of the best offered equipment and CV's of key personnel offered for the work.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

1. The applicant must fill out, date and sign the appendix A, where the applicant confirms that:

a) it has not been the subject of a conviction by final judgement concerning participation in a criminal organisation, corruption, fraud or money laundry.

b) it has not been bankrupt or wound up, where the applicant's affair has been administrated by the court or has entered into an arrangement with creditors or has suspended business activities or is in any analogous situation arising from a similar procedure under laws and regulations.

c) it has not been the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under national laws and regulations.

d) it has not been convicted by a judgement, which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning its professional conduct.

e) it has not been guilty of grave professional misconduct proven by any means which the contracting authority can demonstrate;

f) it has fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in

which the tenderer is established or with those of Denmark.

g) it has fulfilled obligations relating to the payment of taxes in accordance with the legal provision of the country in which the tenderer is

established or with those of Denmark.

h) it has not been guilty of serious misrepresentation in supplying the information required or has not supplied such information

related to the above mentioned grounds.

2. The applicants must fill out, date and sign appendix B regarding Consolidation Act on limitation of debtors participation in public work contracts etc. The applicant must confirm, that it has either:

a) no outstanding debts payable to any public authorities.

b) outstanding debt payable to public authority, but such does not exceed 100 000 DKK or an equivalent amount in another currency

c) outstanding debt payable to public authorities and such debt exceeds 100 000 DKK or an equivalent amount in another currency

The applicant must not have any mature debts to any public authority according to Danish law or under the laws of the country in which the tenderer has its registered office of more than 100 000 DKK.

3. If the applicant is a consortium the appendix A and B must be provided for each participant in the consortium.

Teknisk og faglig kompetence:

Applicants who wants to be taken into consideration must enclose:

1. A list of references from similar projects with at least 3 references from the last 3 years – preferable from land drillings. The list must state the name of the customer, period of service. A contact person of the customer must be given and the contracting Authority reserves the right to contact the customer.

2. Description of the applicants drilling system including information on

— Directional Drilling Services (including but not limited to motors, stabilizers, crossovers, floats, bit subs, variable gauge stabilizers, jars, hole-openers, under-reamers)

— Measurement While Drilling including direction,inclination and Gamma Ray

— Logging While Drilling-including resistivity measurements

— Directional and operations engineering planning

— Backup equipment as required ensuring minimum downtime

The equipment listed and systems described must be the equipment and systems used for performing the work.

3. CV on personnel with experience from similar projects in land drilling and with specifications of the types of tools they have experience with. The key personnel must have good communication skills in English. The forwarded CV's must be on personnel that are intended to be performing the Work. The contracting authority reserves the right to – in the contract – to demand a penalty if the key personnel is not the ones performing the work.

The contracting authority or its representative reserves the right to inspect the equipment and drilling system offered before the decision of pre-qualification.

Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

None, but if the applicant is a consortium all information and statements be provided for each consortium participant. The consortium must point out an agent, who can act on behalf of the consortium. All the participant firms in the consortium must be jointly and severally liable for performance of the contract.
