The Scope of work for COBRAcable VSC Converter includes design, execution and completion of the following:
— HVDC-VSC Converter substation in Eemshaven, The Netherlands,
— HVDC-VSC Converter substation in Endrup, Denmark.
The transfer capability for the COBRAcable VSC Converter Plant shall be 700 MW at +/- 320 kV DC with reference to IEC TR 62543:2013 Ed. 1.1 High-voltage direct current (HVDC) power transmission using voltage sourced converters (VSC).

The Contracting Entities will pre-qualify up to 3 Tenderers. A supplier applying alone or a Consortium formed by 2 or more suppliers will be treated as 1 candidate. An application can only include 1 candidate. If a supplier is unable to meet the suitability requirements and/or selection criteria on its own, it may in the application rely on the proficiencies of other party proposed in the candidacy. If the same company takes part in a consortium and/or as a subcontractor in more than one Candidate-team, the contracting entity reserves the right to exclude such candidate-team/-teams from the Tender if there is a risk of distortion of competition. In such situations and being the fact that the tender procedure is a negotiated procedure the contracting entity will specifically evaluate if there is a substantial risk of distortion of competition or violation of the principle of equal treatment. If this risk of distortion of competition or violation of the principle of equal treatment is substantial the contracting entity will exclude the Candidate-team/-teams which specifically is/are assessed as harming competition from the Tender. The evaluation will be based on the following prioritized list: 1: Commercial operating* HVDC (VSC) Link projects. DC voltage levels closest to or above 320 kV will have the highest priority. 2: HVDC (VSC) Link projects, which are in the realization phase. Projects which go into operation before end 2015 and have a DC voltage closest to or above 320 kV will have highest priority. *: Commercial operating means that Customer has issued a Taking Over Certificate. Beskrivelse af mulighederne:

Option1: Civil works in Eemshaven, NL. Requirements will appear from the tender material.

Option 2: 5 years Support agreement after Taking Over Certificate. Requirements will appear from the tender material.

Option 3: 10 years Service agreement after Taking Over Certificate. Requirements will appear from the tender material.

Option 4: Preparation of multi-terminal capability for a potential third terminal. Requirements will appear from the tender material.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

Information about the supplier‘s/contractor‘s/service provider‘s own situation and the information and formalities required to assess whether he has the required minimum capacity (financially and technically). The answers in respect of the information outlined below must be provided specifically and unequivocally for each individual enterprise.

If suppliers have joined forces (i.e. joint ventures, consortia etc.), the information must be provided for each individual service provider. Please observe that it is the legal entity which obtains pre-qualification that has to sign the Contract with the Contracting Entities thus is fully responsible towards the Contracting Entities regarding fulfilment of the Contract.

Legal situation — documentation required:

1. A solemn declaration as to whether the tenderer has fulfilled his obligations in respect of the payment of contributions to social security schemes in accordance with the legislation in the country in which the tenderer is domiciled and in the countries they are operating in under this Contract. And to whether the tenderer, has fulfilled his obligations in respect of the payment of taxes and duties in accordance with Danish and Dutch legislation, and in the country in which the tenderer is domiciled. Økonomisk og finansiel stilling:

The tenderers and service providers latest 3 audited annual financial reports. If this is not in English, please include a résumé in English. The tenderers overall economic situation and key figures will be assessed in proportion to the expected overall sum of the contract. In the event that the Contracting Entities find that these are out of proportion to each other, the Contracting Entities reserve the right to exclude him from the pre-qualification.

Teknisk og faglig kompetence:

1. Language:

The Application declares that key personnel employed or hired by the Applicant involved in, system design, engineering, manufacturing, construction, testing (FAT and SAT), transport, installation and commissioning of HVDC VSC converter stations including civil works have good writing and verbal communication skills in the English language equal to Cambridge English Independent Level B2. This also applies to the supervisors of service and maintenance personnel which are involved after commissioning of the complete system, performing under the obligation of guarantees.

2. References:

The Applicant declares to have proven experience and present capacity to perform activities to design, procure, manufacture, supply, install, commission and maintain two complete HVDC VSC converter stations including civil works simultaneously.

A reference list consisting of all references for VSC HVDC projects not older than 10 years or alternatively your ongoing projects within HVDC VSC Links. Each reference showing experience with engineering and managing the complete HVDC VSC projects including design, construction, production, transport, installation, testing and commissioning should be provided.

The Applicant must show evidence to have conducted overall responsibility for the converter station.

Applicants that have only been subcontracting as a part of a reference will not be considered.

The references, or alternatively your ongoing projects within HVDC VSC Links, must as minimum meet the following requirements:

a) Minimum -/+ 300 kV DC-voltage level,

b) Civil work design and constructions,

c) Responsibility of handling of interfaces to DC cable and civil works,

d) System design engineering,

e) Project planning from Sign of Contract to Taking Over, consisting logical and clearly marked milestones This shall include both original plan and as build plan.

Major deviations must be clarified satisfactorily.

f) System tests according to IEC 61975:2010 Ed. 1.0 High-voltage direct current (HVDC) installations — System tests or similar,

g) Converter Valve tests according to IEC 62501:2009 Ed. 1.0 Voltage sourced converter (VSC) valves for high-voltage direct current (HVDC) power transmission;

— Electrical testing,

h) The Applicant is required to present a statement of good performance from any of his submitted references upon the request from the Contracting Entities.

3. Quality:

The Applicant declares that to have implemented a proven quality management system or similar to ISO 9001 on his VSC HVDC Converter projects. The quality management system shall clearly state how quality is handled in the design, documentation, procurement, follow through, testing, installation and commissioning phases. Also showing how quality is handled in the transition between the phases.

4. HSE:

The Applicant declares to have implemented an HSE management system according to OHSAS 18001:2007 and ISO 14001:2004 or similar.

5. Rights of design:

The Applicant must show evidence to have ownership of all rights to use the design of all parts of the Converter Stations. This applies for all constructions, models, drawings, software, manuals, documents etc.

6. Project management:

The Applicant declares that Project Management is deeply implemented in a way that the Project Manager can control and prioritize the projects deliveries.

7. Civil works:

The applicant declares that it is familiar with Dutch building legislation, traditions and Civil Work Construction philosophy. If the Applicant is not able to meet these requirements, the Applicant declares to make a cooperation with subcontractors which have these competences. In this case a declaration from the Sub Contractor it self must be issued as well.
