Danish Broadcasting Corporation (DR) hereby invites all interested and qualified suppliers to apply for prequalification in relation to the tender “Apps for game consoles and HbbTV”.
Background:
DR is the largest provider of streaming media on the Danish market. DR core service dr.dk/tv present online TV catch-up from all 6 national TV channels. Online content is currently available for streaming for a period of 30 days, although this can vary. The content is available on major platforms such as web, smartphone, tablet and Hbbtv (connected tv). DR's current web player is based on open web technologies (ex HTML5).
DR will release Hybrid apps based on HTML5 content for smartphones, tablets and connected TV during the summer. The scope of this tender is to replace HbbTV apps with a new version and add apps for game consoles.
The tender includes delivery of Apps for the following lots:
— Lot 1: App for Game consoles,
— Lot 2: App for HbbTV (including an option for app to mobile and tablet),
— Lot 3: App for Xbox One.
Tenderers may bid on all or some of the lots, but it will have a positive impact on the evaluation in the tender phase, if the supplier can provide more or all Apps in Lot 1 - 3. The quality and security of the Apps must be of a very high standard. In addition, it will be of importance to the desired solution that the Apps are easy to use, have high responsiveness and performance, have high stability for navigation and playback as well as fast support and bug-fixing.
DR will be responsible for the following deliveries: metadata/structure/pictures through the agreed API, video distribution via DR's current CDN-supplier (Akamai) in HDS, HLS and download format, design of a new user interface for the TV screen (in cooperation with the chosen supplier). Furthermore UX, design and Navigation must be based on the UX for existing DR Apps, but adapted for the individual platforms native UX. The above mentioned deliveries will be available for the selected supplier before project initiation.
DR would like a supplier who has competence, methodology and history to develop video-On Demand/interactive services for a broad spectrum of TV centric platforms as mentioned in the three lots. The supplier will develop the specialized user experience for the TV version of DR's internet TV, so that it can be launched on as many TV centric platforms on the Danish market as possible, based on DR's deliveries. DR wishes to purchase an established service, which can be customized to DR's needs.
It is essential for the contract that the supplier has a role in the administration of the system, e.g. service, support and continuous required upgrades during the contract period, after the delivery has been approved.
Overall timeframe:
The overall expected timeframe for the tender and implementation is as described below.
— Week 23: Announcement to prequalified tenders,
— Week 24: Announcement of tender material to prequalified tenders,
— Week 31: Deadline for submitting proposal,
— Week 35: Announcement of selected supplier,
— Week 51: Deadline for delivering, implementing and launch of the proposed solution.

Beskrivelse af mulighederne:

The Lots will have options for prolongation of the contract for up to 2x12 months. Thereby the total contractperiod will maximum be 48 months, see item II.3.

Lot 2 will besides apps for HbbTV contain an option for development of apps for mobile and tablet.

Tenderers will be given the option to offer Apps to mobile and tablet. This means that DR has the right, but no obligation to include this option as a part of the contract.

Applying companies must in combination with the request for participation complete and submit a Solemn Declaration (Document A) as documentation of whether or not the company has unpaid outstanding debts to public authorities concerning social security contributions, taxes or duties cf. Danish Act no. 336 of 13/5/1997 on restricting debtors access to public tenders. Document A is also documentation as to whether the applying company should be excluded from participation cf. article 45 in Directive 2004/18/EC of the European Parliament and of the Council (Public Procurement Directive). The Contracting Authority's template must be used and can be downloaded at http://www.eu-supply.com/dr.asp If the applying company is a consortium or similar group of economic operators, a legally binding declaration regarding the circumstances in III.1.3 signed by all participating companies must be submitted together with Document A for each participating company.

Økonomisk og finansiel stilling:

As documentation for the applying company's economic and financial capacity, the applying company must complete and submit Document B – Key Figures (Economic and financial capacity) containing the following key figures:

1) Overall turnover;

2) Turnover in the area covered by the contract;

3) Net Profit after taxes;

4) Equity;

5) The Equity Ratio;

6) The Liquidity Ratio;

7) The Profit Margin;

8) The number of full time employees.

All key figures shall be stated for the past three financial years available. If an applying company has existed for less than three years, key figures for all available financial years shall be stated. The statement must be verified by a signature from the auditor or accountant of the applying company having

authorization to certify the key figures. The Contracting Authority's template must be used and can be downloaded at http://www.eu-supply.com/dr.asp

If the applying company is a consortium or a similar group of economic operators, Document B – Key Figures must be completed and submitted for each participating company. If the applying company intends to rely on the financial and / or economic capacities of other entities, the applying company must prove that it will have at its disposal the resources necessary, by documenting the joint liability between the companies. Accordingly, the applying company must also submit document B - Key Figures (Economic and financial capacity) for all relevant entities.

DR reserves the right to obtain material in accordance with section 12 in Consolidation Act no. 712 of 15 june 2011.

Mindstekrav til niveauet:

DR reserves the right to exclude any applying companies which for financial reasons are clearly unsuitable to deliver the requested services.

Teknisk og faglig kompetence:

As documentation for the applying company's technical capacity, the applying company must complete and submit a list of references (Document C) in which the applying company provides information regarding the most important contracts of similar nature as to the object of the contract described in item II.1.5. executed within the past three years. References of similar nature are described in Document C1-3. Document C - List of References (Technical Capacity).

The list of references must include the following information:

i) Name of customer and contact person,

ii) Value of the contract in DKK,

iii) Use of sub-contractors if relevant,

iv) Description of the contract

The applying company must indicate whether or not it is contemplating the use of subcontractors in relation to the present contract and the technical qualifications of the subcontractors, in accordance with the above mentioned. The applying company must specify which subcontractors will be a part of the contract and submit relevant references from these subcontractors.

If the applying company is a consortium or a similar group of economic operators, one joint list of references must be submitted with a clear indication of which company each reference relates to.

If the applying company intends to rely on other entities, the applying company must document that it will have at its disposal the resources necessary by documenting the joint liability between the companies.

Accordingly, the applying company must also submit Document C - List of References for all relevant entities.

DR reserves the right to obtain material in accordance with section 12 in Consolidation Act no. 712 of 15 june 2011.
