Zambezi Water Resources Information System (ZAMWIS) Enhancement 2: Spatial Database and Platform

The Zambezi Watercourse Commission (ZAMCOM), through its Secretariat, has applied for financing from the Danish International Development Assistance (Danida) to support the development of Component 2 of the enhancement and operationalization of ZAMWIS, and invites expression of interest to provide consulting services (“the Services”) for supporting the modernization of the Zambezi Water Information System (ZAMWIS) to meet the needs of the Zambezi Riparian States.
ZAMWIS is a tool for sharing and analysing data and the intention is to increase its accessibility and interactivity through the Internet with a web-interface with the ZAMCOM website. The ZAMWIS system is envisaged as being comprised of three primary components, supported in part through this assignment. These include:
1) ZAMWIS 1: Knowledge Portal- comprising documents, policies, historical records, reports etc.;
2) ZAMWIS 2: Spatial Portal- comprising GIS spatial data, digital surveys, earth observation information, and interactive, web-based modeling tools; and,
3) ZAMWIS 3: Hydro-met and Decision Support Systems- comprising the hydro-meteorological data, standards, information and models required to support scenario planning, forecasting and decision making in the basin.
These tendered services are for ZAMWIS 2 as described above. This assignment will involve upgrading and enhancing the functionality of the ZAMWIS to make it fully compatible with upgraded GIS and webpage interfaces and allow for integration of other modules, including the archival data and hydro-met database and decision support tools/system being developed under other separate assignment components.
Eligible applicants for shortlisting should have a combination of the following areas of expertise and demonstrated experience:
— Comprehensive spatial data management (from data gathering/coding, archiving and analysis);
— Information and Communication Technologies;
— Database establishment, management and upgrading;
— Most recent and optimal use of GIS modelling and packages and
— Capacity building and training.
The experience should be demonstrated by the List of similar services provided in the last three years; ref III.2.3 (a).

Any legal entity may only submit one application. The applications shall be submitted using the standard application form available under “Contract Documents” on www.danidacontracts.um.dk. Please download current version. Applications not using the standard application form will not be accepted. Candidates for the posts of team leader will be invited for interviews. Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. Such entities, for instance the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in the contract notice; The award of contract is subject to the final approval of the programme by the relevant authorities.

The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;
