DALO intends to purchase a Mobile test facility for the RTM322 helicopter engine (EH101 helicopter).
The purchase will include a mobile test facility for the RTM322 engine, support of the facility, upgrades, documentation and training needed for operating the facility. The purchase of the test facility is planned for delivery in early part of 2014, with an option for one additional mobile test facility within 5 years from the initial delivery.
The Mobile Test Facility shall be configurable for the t-700 and CT7-8E engines from GE.
The Mobile Test Facility should:
— Have the ability to perform a ”Run Up / flight idle” test.
— Be designed for the RTM322 and certified in use by Rolls Royce.
— Be mobile on both normal road transportation / towing, and by air transport within the limits of a C130J.
— Have a self-contained electrical supply, with independent generator.
— Be Off The Shelf (OTS) equipment.
— Have a minimum of 15 years of performance.
— It is of paramount importance that DALO is able to purchase all necessary spare parts, support and maintenance, upgrades, documentation and training needed for keeping the facility in function.
— The initial procurement of the facility will therefore have to be delivered with:
— an initial packet with the recommended spare parts and consumables for 3 years.
— Further, the sustainment obligations include:
— maintenance documentation to support Depot Level Maintenance;
— operators documentation;
— initial training of operators /maintenance technicians;
— delivery of spares;
— execution of repairs;
— execution of support;
— delivery of upgrades and modifications (hardware/software).

A candidate may rely on the economic, financial and/or technical capacity of other entities, regardless of the legal nature of the links with the entities. Kort beskrivelse:

DALO intends to purchase a Mobile test facility for the RTM322 helicopter engine (EH101 helicopter).

The purchase will include a mobile test facility for the RTM322 engine, support of the facility, upgrades, documentation and training needed for operating the facility. The purchase of the test facility is planned for delivery in early part of 2014, with an option for one additional mobile test facility within 5 years from the initial delivery.

The Mobile Test Facility shall be configurable for the t-700 and CT7-8E engines from GE.

The Mobile Test Facility should:

— Have the ability to perform a ”Run Up / flight idle” test.

Egnethed til at udøve det erhverv:

A solemn declaration stating to which degree the candidate has fulfilled its obligation relating to the payment of direct and indirect taxes and social security contributions in accordance with the legal provisions of the country in which the candidate is established and in Denmark in accordance with consolidation act no. 336 of May 13, 1997 regarding public payments. An outline of the declaration can be obtained upon request by e-mail to the contact point, cf. I.1.

As an alternative to a solemn declaration, a report from the Danish Business Authority (in Danish: "service attest") may be submitted. The report must be issued within the last six months before the deadline of pre-qualification. Foreign candidates submitting an equal report from their country shall also submit a solemn declaration regarding obligations in Denmark. The report must be issued within the last six months before the deadline of prequalification.

If the candidate is submitted by a joint group of supplier (e.g. a consortium) each member of the consortium must submit the declaration.

Økonomisk og finansiel stilling: The three latest published annual audited financial statements if available.
Mindstekrav til niveauet:

Candidates shall be able to demonstrate by reference to the three latest published annual audited financial statements to have an annual turnover of at least DKK 50 000 000 (if applicable, based on the official exchange rate of the Danish National Bank as per 1.9.2012) in each year.

If the application is submitted by a joint group of suppliers (e.g. a consortium), the requirement concerning annual turnover can be fulfilled by adding the turnover of the group members in total. Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities.

Teknisk og faglig kompetence:

(1) A list of all similar Mobile test facilities for helicopter engines provided by the supplier for other customers. The list must contain the number of test facilities delivered and the year in which they were delivered to the customer.

If the application is submitted by a joint group of suppliers (e.g. a consortium), the number of references will be added for the group members in total. Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities.

Mindstekrav til niveauet:

The supplier must have past experience with delivery of similar Mobile test facilities for helicopter engines.

If prepayments are made, an on-demand guarantee from a recognized financial institution must be presented. The financial institution has to be approved by DALO.

The selection of candidates that will be invited to submit tenders will be based on: a) the frequency and nature of the candidate's previous delivery of similar Mobile test facilities for helicopter engines. b) The economical and financial standing of the candidates. DALO reserves the right to reject an application for pre-qualification if the candidate or any subsupplier is deemed unsuitable for participation in the competition and/or as supplier to the Danish Defence, cf. Clause 39(2) in Directive 2009/81/EC.

As a consequence of the Danish act no. 492 of 12.5.2010 regarding enforcement of the rules for procurement etc., complaints regarding a candidate not being prequalified must be filed with The Complaints Board for Public Procurement within 30 calendar days starting the day after the contracting authority has sent notification to the candidates involved, if the notification includes a short account of the relevant reasons for the decision.
