Public Financial Management Technical Advisory Services to the Ministry of Health (MoH) and Provincial Directorates of Health, Mozambique

Since 1992, Danida has been providing regular support to the Health Sector in Mozambique through 5-year phased programmes. From 2002 onwards support was expanded to cover HIV/AIDS and from 2010 nutrition was included. The Danish Embassy in Maputo started the preparation of phase V support to the Health and Nutrition Sector Support Programme in 2010 and this phase has just started in January 2013.
The present assignment concerns provision of long- and short-term (on demand) technical assistance (with local and/or international experience) to support the Directorate of Administration and Finance (DAF) of the Ministry of Health's (MoH) Central and Provincial levels to ensure the developed PFM strengthening plan and risk mitigation measures are in place. This will form the pre-conditions for Danish sector support.
The services to be rendered will include, but are not limited to the following elements:
Component A: Long-term TA required in the Administration and Finance Unit (DAF) in the central MoH and in the DAFs of the Provincial Directorates of Health. The Provincial Directorates have limitations in their Administration and Finance Unit and the TA would help advance with the decentralisation process of planning, budgeting, financing and accounting. At central level the existing function is further advanced.
Component B: Short-Term TA (on demand) to support the implementation of the PFM Strengthening Plan agreed between the MoH and the respective donors and partners in the sector including the Global Fund Partners;
(c) Component C: Short Term Capacity Strengthening and especially “on the job” training as well as development of manuals and guidelines from the TA listed in Component A to DAFs staff at Central and Provincial levels. A short list will be developed during inception phase).
Applicants should have experience with:
— working with PFM system strengthening in Mozambique or in the region;
— policy dialogue and budgeting, financial and accounting linked to plans and implementation, preferably within the health sector in Mozambique or in the region;
— strategic planning, preferably in the health sector;
— working in multi-sectorial, multicultural and complex environments;
— experience in decentralised financial and results based management and financing.

Candidates for the Team Leader position will be invited for interviews during the evaluation after the tenders have been submitted. Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. A group of economic operators will be required to enter a joint venture agreement.
Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable.
Applicants who apply as a joint venture shall each provide the documentation required under III.2.1) below.
If the Candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing and technical and professional ability required under III.2.2 and III.2.3) below.
