Preparation of Strategic Environmental Assessment (SEA) of the Master Plan for Acceleration and Expansion of Indonesia Economic Development 2011-2025 (MP3EI)

Danida has supported improvement of the environment in Indonesia through the Environmental Support Programme since 2005. A key element of the second phase of the programme (2008-2012) has been support for the Strategic Environmental Assessment (SEA), both for preparation of guidelines and input for regulations, training at different levels and preparation of more than 28 pilot projects.
A Masterplan for Indonesian Economic Development 2011-2025 (MP3EI) has been prepared with the aim of accelerating and expanding the Indonesian economic development in order to transform the country into a developed country by 2025. The Ministry of National Development Planning, Bappenas, has been entrusted to 'green' the MP3EI to ensure that the plan include consideration for the environment. The Government of Indonesia has decided to use SEA as a tool to assess the impact on the environment and find recommendations for improvements and alternatives to the suggested plan elements, and has asked Danida support the SEA under the Environmental Support Programme.
The SEA shall cover the national plan and six economic corridors. The assignment will involve close cooperation with relevant Indonesian authorities and institutions and entail the following specific tasks: undertaking preparation, analysis, studies and evaluation; ensuring stakeholders' participation, and developing Data Base and Information System for compilation and dissemination of data and findings.
Requirements of Candidates applying for pre-qualification should include recent experience in undertaking large scale SEA and working experience in the region.

Candidates for Key Personnel positions may be invited for interviews. Failure to comply with this will lead to disqualification of the Tenderer. The winner of the contract will be required to take out before commencement and maintain for the duration of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.
