Management Contractor (MC) of Local Investment Climate (LIC) sub-component, Business Sector Programme Support Phase IV, Tanzania

The Local Investment Climate (LIC) is a sub-component of the Business Sector Programme Support Phase IV.
LIC focuses on the critical constraints to business growth and economic development at the district level. The sub-component will help the Local Government Authorities (LGAs) and the business community to identify and prioritize the challenges it faces in the local business environment and will facilitate the creation of district-level Public-Private Dialogue (PPD). LIC will support practical reform initiatives within areas as business registration and licensing and local land use and administration that remove local obstacles to business growth. Furthermore, the LIC will establish a Small Industrial Facilities Fund (SIFF), which will facilitate investments in public infrastructure and private business facilities with public good characteristics to unlock critical constraints in local markets and value chains, and create new business opportunities for local business women and men. The investments will be targeting the agribusiness in the region. LIC will provide a combination of technical assistance and funding for investments.
The lessons learned by government and the business community in this programme will be documented and shared with other regions across the country. This will be achieved by working with strategic national partners – public as well as private. LIC will focus geographically on Kigoma and Dodoma regions, and ensure promotion of human rights by including vulnerable groups in the PPD processes and will dedicate particular resources to greening projects. LIC is expected to stimulate economic activities and leverage additional public and private investments in the selected regions. This will be done by supporting the district level stakeholders in the identification of alternative sources of funding and prepare the necessary documentation, e.g. business cases, feasibility studies, environmental impact assessments, etc.
Four outcomes are expected from LIC:
Outcome 1: Agreement and collaboration among public and private actors on addressing the priorities for local business growth and economic development.
Outcome 2: Improved local and sector-specific business environments.
Outcome 3: Increased investment in selected regions and value chains.
Outcome 4: Improved practices across all regions and districts.
It has been decided to contract a Management Contractor (MC) to ensure that LIC is managed in the most efficient and effective manner with maximal impact on the local business investment climate.
The management contractor will provide TA for each region, for national level support and for the management of the SIFF. The company will act as the manning agent for the SIFF and facilitate LGA and business interaction in all districts of the Dodoma and Kigoma regions. LIC will start in the selected 2 districts in each region and later expand to cover all the districts in Kigoma and Dodoma regions.

Failure to comply with this will lead to disqualification of the Tenderer. A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. Financing considtions and payment arrangements will appear in the tender dossier. The winner of the contract will be required to take out before commencement and maintain for the duratíon of the liability period, at its own cost, a Professional Risk Indemnity Insurance equal to the total contract amount or otherwise defined in the tender dossier.

A group of economic operators will be required to enter a joint venture agreement;

Where a joint venture is proposed, the Ministry of Foreign Affairs of Denmark will require that all members of the joint venture are jointly and severally liable;
