The applicants must require the appendix A, B and C by sending an e-mail to tlc@steffensenoghorstmann.dk The application for prequalification with the required material and appendixes must be sent by email to: tlc@steffensenoghorstmann.dk If the application is not received witin the time-limit for request of participation or does not have the required material or appendixes the application for prequalification will not be taken into consideration. 3-5 participants will be prequalified or fewer if not enough adequate or suitable applicants are received. If more adequite and suitable applicants are received than the numbers of applicants to be prequalified, the selection will be made on the forwarded documentation on the specification of the rig, the inspection and the audit of the rig if inspected, list of references and CV's of the crew.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

1. The applicant must fill out, date and sign the appendix A, where the applicant confirms that:

a) it has not been the subject of a conviction by final judgement concerning participation in a criminal organisation, corruption, fraud or money laundry.

b) it has not been bankrupt or wound up, where the applicant's affair has been administrated by the court or has entered into an arrangement with creditors or has suspended business activities or is in any analogous situation arising from a similar procedure under laws and regulations.

c) it has not been the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by the court or of an arrangement with creditors or of any other similar proceedings under natianal laws and regulations.

d) it has not been convicted by a judgement, which has the force of res judicata in accordance with the legal provisions of the country of any offence concerning its professional conduct.

e) it has not been guilty of grave professional misconduct proven by any means which the contracting authority can demonstrate;

f) it has fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which the tenderer is established or with those of Denmark.

g) it has fulfilled obligations relating to the payment of taxes in accordance with the legal provision of the country in which the tenderer is established or with those of Denmark.

h) it has not been guilty of serious misrepresentation in supplying the information required or has not supplied such information related to the above mentioned grounds.

2. The applicants must fill out, date and sign appendix B regarding Consolidation Act on limitation of debtors participation in public work contracts etc. The applicant must confirm, that it has either:

a) no outstanding debts payable to any public authorities.

b) no outstanding debt payable to public authorities, but such does not exceed DKK 100 000 or an equivalent amount in another currency

c) outstanding debt payable to public authorities and such debt exceeds DKK 100 000 or an equivalent amount in another currency

The applicant must not have any mature debts to any public authority according to Danish law or under the laws of the country in which the tenderer has its registered office of more than DKK 100 000.

3. If the applicant is a consortium the appendix A and B must be provided for each participant in the consortium.

Teknisk og faglig kompetence:

The applicant must provide:

1. A list of most important - and at least 1 - comparable contracts/references completed by the applicant during the last 3 years. The references must demonstrate experience with drilling troublesome formations such as shale-formation. The reference list must state the place of work, time, name and telephone number of the recipient. The contracting authority reserves the right to contact the references.

2. The applicant must provide details of the electrical rig that will be offered to the work. The rig shall be able to drill, test and complete up to 4 wells to a depth between 2 000-2 500 meters (vertical or deviated). The rig must fulfill the following requirements and the applicant must forward documentation that:

a) the rig is electrical and hydraulic driven and is able to operate on external power supply from the public grid 10 or 15 kV/2000 kVA. Diesel generators must only be used for peak load and break down supply.

b)the rig must be suitable for operation in build-up areas with strict noise regulation during nights and weekends. The noise level at living houses is 35 DB(A). The distance between work and living houses is 115 meters. The contracting authority establish a 4 meter high baffle wall. The applicant must forward noise level charts for the rig rig in operation.

c) the rig has noice reduction equipment installed for casing handling, centrifuges and shakers to secure fulfillment of the noise regulations.

d) the has a hookload capability of 250 metric tons

d) the rig has a mud pump capability of 3 750 lpm

e) the rig has a drilling fluid capacity of 200 cubic meters

f) the rig has at minimum a 3 000 psi blowout preventer stack

g) the rig is equipped with a top drive system.

h) the rig is equipped with casing running service

i) the rig is fully winterised to be able to operate in Danish winter conditions

j) the rig has a HQSE-system (does not need to be forwarded with the application of prequalification)

All the above mentioned requirements must be documented by the provisions sent forward (except the HQSE-system. It is sufficient that the applicant declares, that the rig has a HQSE-system).

The contracting authority or its representatives reserves the right to inspepct the rig before the choise of applicants for prequalification. The tenderer must fill out appendix C regarding location of the rig for the expected inspection time. The contracting authority can during the inspection carry out an on-site audit of the rig's HQSE-system, which must show that the rig performs according to the standards set out in the HQSE-system.

3. The applicant must provide CV's for qualified crew for the operation. CV's for key-personnel such as toolpusher, drillers and assistant drillers must be provided and these persons must hold valid IWCF- or IADC-certificates. Copies of the IWCF- or IADC-certificates must be enclosed. The CV's must show relevant experiences and the key-personnel must have strong communication skills in English. The CV's shall be for the persons planned to operate the rig during the work. Replacement of key-personnel must be accepted by the contracting authority.

Kontraktens udførelse
Den juridiske form, som den sammenslutning af økonomiske aktører, der skal have kontrakten, skal have:

None, but if the applicant is a consortium all information and statements must be provided for each participant in the consortium. The consortium must point out one person, who acts on behalf of the consortium. All the participants in the consortium must be jointly and separately liable for performance of the contract.

Andre særlige vilkår:

The drilling rig must be approved by The Danish Energy Agency.The approval will not be part of the prequalification procedure, but the approval will be required before entering into contract.

The contracting authority reserves the right to inspect the rig before decision of prequalifcation is made.
