General information about CITYRINGEN:
Metroselskabet (MS) is constructing Cityringen in Copenhagen. Cityringen comprises i.a. 16 km tunnels, 17 underground stations and 4 shafts.
Specific information about the branch off to NORDHAVNEN:
Metroselskabet is also constructing a branch off to Nordhavnen.
The branch of to Nordhavnen is a dual track branching off Cityringen, starting after a bifurcation chamber on Cityringen located under the lake called Sortedams Sø.
The first approx. 1,800 metres will be in the form of a bored twin tunnel, following which, over a distance of approx. 350 metres, the branch of to Nordhavnen will be taken up to ground level via a cut and cover tunnel and a ramp; finally, the the branch of to Nordhavnen will end with approx. 250 metres of elevated metro.
A tunnel station will be established near the existing Nordhavn S-train station, while an elevated station will be established at the quay called Orientkaj. Furthermore, a shaft will be established in the park called Krauseparken.
The branch of to Nordhavnen will be prepared for possible extension further to the station at Orientkaj.
The branch off to Nordhavnen is divided into 4 contracts (CRNH1, CRNH2, CRNH3 and CRNH4).
The present contract notice comprises the Contract No. 1 (CRNH1), Contract No. 2 (CRNH2) and a combination of Contract No. 1 and 2 (CRNH1+2).
It is possible to apply for prequalification for CRNH1 and/or CRNH2 and/or CRNH1+2.
Specific information about CRNH1:
CRNH1 comprises tunnelling from Nordhavnen Station to a bifurcation chamber at Cityringen, located under Sortedams Sø. The bifurcation chamber is constructed by the Cityringen Civil Works Contractor.
The scope of work includes supply of 1 or 2 TBM(s) and boring of approximately 2 X 1,800 meters tunnel with an inner diameter of a minimum of 4,9 meters.
Specific information about CRNH2:
CRNH2 comprises Under Ground Civil Works including Design, Civil Works, Mechanical and Electrical Works and Architectural Works for:
— Nordhavnen station.
— Krauseparken shaft.
— Launching shaft including groundwater control in relation to the launching shaft.
— Cut and cover tunnels.
— Ramps.
SPECIFIC INFORMATION ABOUT CRNH1+2:
CRNH1+2 comprises of CRNH1 and CRNH2 in one contract.

Four Tenderers for CRNH1, four Tenderers for CRNH2 and four Tenderers for CRNH1+2 will be selected from among the applicants that comply with the minimum requirements of item III.2 of the contract notice. An applicant may be selected as Tenderer for the contract CRNH1, and/or for the contract CRNH2 and/or the contract CRNH1+2. The selection of Tenderers will be based on an overall assessment of how the contracting authority can obtain the most attractive tenders. This overall assessment comprises the below items A and B: A) An assessment of technical capacity and competence on the basis of information requested in item III.2.3 of the contract notice. B) An assessment of the applicant's capacity in regard to whether the applicant will be able to carry out the assignment quickly and flexibly, assessed on the basis of the information requested in item III.2 of the contract notice. Regarding CRNH1 and CRNH1+2: Whether an applicant documents availability of one or two suitable TBMs will not have influence on the selection of Tenderers. Questions (if any) from potential applicants will be answered and uploaded to www.bascon.dk/da/udbud Metroselskabet may be obliged to reject an application if not all information required in section III.2 is submitted. The applicant alone have the risk of having the application rejected if not including all required information in sectioc III.2.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
1) The request for participation must be submitted in three copies of the same wording and a digital copy on a USB or a CD.
2) The request must specify which contract(s) the applicant applies for:
— CRNH1
— CRNH2
— CRNH1+2
3) The request must specify the company(ies) requesting prequalification; phone numbers; e-mail address and name of contact person.
4) The request must include a general description of the company(ies).
5) According to Consolidation Act No. 336 of 13 May 1997, the applicant must enclose a solemn declaration in respect of due, unpaid debt to the authorities.
6) The request must also be accompanied by a solemn declaration to the effect that the applicant is not excluded from participating in the tender procedure for reasons specified in Article 54 (4), second sentence (corresponding to the Public Procurement Directive, Article 45 (1)), and that the applicant is not excluded from participating in the tender procedure for reasons covered by the Public Procurement Directive, Article 45 (2), letters a, b, c, e and f.

7) The request must be accompanied by audited annual reports for the company(ies) applying for prequalification for the last three years available.
— If the request for participation comes from a consortium / JV, annual reports must be submitted for each participant in the consortium / JV.
— If the application is based on economic and financial capacity of a third party (e.g. a mother company) audited annual reports for the last three years available must also be enclosed for such third party; furthermore, an availability declaration from the third party must be enclosed, cf. Article 54 (5) of the Utilities Directive.

Minimum requirements: There must be no risk worth mentioning that for financial reasons the applicant will not be able to complete the assignment satisfactorily.

Technical information needed for each of the three contracts:
8) The request must be accompanied by a description of the applicant's experience over the last ten years with works that is comparable to the assignment.
9) The description of experience must be documented to the extent relevant and possible by means of references containing a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work (design and/or construction) performed by the applicant and the time schedule of the project carried out.

Metroselskabet wants a maksimum of 5 references for each contract the applicant is applying for. The applicant is requested to choose his 5 most relevant references.
10) The request must be accompanied by information about the applicant's approximate number of employees who have been involved in comparable assignments within the last 3 years.
Specific technical information needed for for CRNH1 and CRNH1+2:
11) The request must be accompanied by documentation for the applicants availability (ownership or how to get availability) of 1 or 2 (choise of applicant) TBMs suitable to do the tunnelling from the launch shaft at Nordhavn station to Østersøgadeshaft resulting in two tunnels with an inner diameter not less 4.90 meters.

12) The request must be accompanied by specifications of the TBM(s) addressing the challenges in the tunnelling offered for tender, cf. infodocument section 5.
If the applicant will use refurbished TBM(s) the request must further be accompanied by a description of the changes/updates needed (if any) to make the TBM(s) suitable for the tunneling offered for tender.
13) If the applicant will use refurbished TBM(s) the request must be accompanied by information of ongoing and/or planned tunnelling, the TBM(s) shall execute (if any) before doing the tunnelling offered for tender including time schedules for such prior tunnelling.

Formalities for each of the 3 contracts:
— If the request for participation comes from a consortium / JV, the above mentioned information in nos 8-10 must be given for each participant in the consortium / JV.
— If the application is based on technical capacity from a third party, the said information in nos. 8-10 must also be given for the third party (e.g. subcontractors and consultants); in addition must be enclosed:
a) an availability declaration from the third party, cf. Article 54 (6) of the Utilities Directive, and
b) information about which part of the works (if any) the third party is expected to execute.

Common minimum requirements for each of the 3 contracts (CRNH1, CRNH2 and CRNH1+2):
The application must document solid experience with – and competence for – solving assignments comparable to the one offered for tender.
Minimum requirements specific for CRNH1 and CRNH1+2:
The applicant shall demonstrate availability of one or two TBMs, cf. nos. 11 - 13 above.
The specifications for the TBM(s) shall be convincing in relation to the challenges in the tunnelling offered for tender, cf. nos 12 above.
